Our client is seeking a Senior IT Project Manager to work for a public sector client on a Point-of-Sale (POS) system modernization project. (669)

Please note this is a hybrid role requiring onsite work in Edmonton Tuesday, Wednesday and potentially a third day.

Must Haves:

  • 5+ years of experience assisting clients to execute strategies with technology, process, organizational design and IT operations.
  • 5+ years of experience conducting, facilitating and interpreting impact and risk assessments across multiple scenarios.
  • 5+ years of experience developing and delivering communications and presentations at multiple levels of an organization. (eg. Executive Management, Management, Program Sponsors, Steering Committee, Branch Managers, End Users)
  • 5+ years of experience developing and maintaining positive relationships across the organization, from front line staff to executives.
  • 5+ years of experience using analytical and problem solving skills to plan and design creative solutions.
  • 5+ years of experience with business writing, communication and documentation.
  • 5+ years of experience with change management.
  • 5+ years of experience with information management concepts, privacy, and security issues relating to ATIA (Access to Information Act) and POPA (Protection of Privacy Act) - previously known as FOIP
  • 5+ years of experience with the development of communications plans.
  • 5+ years of experience working with system stakeholders in the development and maintenance of IT applications.


A combination of additional skills required:

  • 5+ years of experience at the senior management level or above in an organization of comparable size and complexity to the GoA.
  • 2+ years of experience creating flowcharts/diagrams/analyses, including but not limited to activity, process flow, data flow, entity relationship, mind map, roadmap/plan, gap analysis, organizational chart, SWOT analysis, RACI matrix, UI wireframes, user personas/journey maps.
  • 2+ years of experience evaluating policies, programs, and initiatives using program development principles
  • 5+ years of experience in a leadership and/or facilitation role.
  • 5+ years of experience in managing projects in large, complex organizations.
  • 5+ years of experience in quantitative and qualitative analysis of costs and benefits
  • 2+ years of experience in the design, development and implementation of a digital transformation initiative or digital delivery program
  • 2+ years of experience leading an organization through a large scale technology change impacting all levels of the organization.
  • 5+ years of experience with financial reporting and modeling.
  • 3+ years of experience with government planning and budgeting processes and procedures.
  • 5+ years of experience with systems development methodologies and life cycles for application development.
  • 5+ years of experience with the development of business cases for a wide variety of initiatives and projects (strategic, business improvement, information technology, etc.).
  • 5+ years of experience with the development of information management or related types of policies, standards and practices.


About the Role:

There is a significant operational and strategic challenge due to the limitations of its current Point-of-Sale (POS) system.

Key business problems include:

• Outdated Technology

• Escalating Service Costs and Vendor Lock-In

• Limited Financial Transparency

• Security and Compliance Risks

• Manual Inefficiencies

Function

  • The project involves financial transactions, fee collections, payments, and financial reconciliation functions.
  • It will also support operational efficiency for financial and IT staff

Technology

  • Integrate with the Justice Online Information Network (JOIN) and other court systems.
  • Comply with PCI-DSS standards, government cybersecurity policies, and data residency requirements (data must remain in Canada).
  • Support Azure Active Directory for secure authentication.
  • Be available in either a Software-as-a-Service (SaaS) or on-premises deployment model, as determined through solution evaluation.

Duties:

Lead, facilitate and document strategic plans and priorities, aligning to Department vision.

• Facilitate stakeholder meetings, workshops, and focus groups.

• Prepare and present strategies and information to steering committees and project groups.

• Prepare and deliver presentations about the project, or issues to executives and staff, steering committees, project group, Court Operations personnel, and other stakeholders.

• Assist with risk management and issues management

• Develop and execute change management plans and communication plans

• Develop a consultative approach with business sponsors and key stakeholders, and performance measure indicators.

• Document initiative/project backgrounds, descriptions, financial modeling, alternatives, impacts, risks, cost-benefit analyses, recommendations, implementation strategies, and approval processes.

• Provide quality assurance services throughout the project and developments to ensure completeness and consistency of documentation, which could include content review.

• Identify risks associated with business case, projects, and implementation.

• Manage tasks, action items and follow up, and escalate as required.

• Provide support by bridging communication between external stakeholders and internal stakeholder

• Coordinate approvals and sign-offs.

• Respond to stakeholder requests.

• Complete documentation for decision making processes.

• Provide direction to cross functional team(s) to ensure successful delivery of product(s).

• Track and monitor scope and timelines for delivery of data product(s).

• Analyze and report on progress. Communicate project status and all relevant information to stakeholders.

• Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.

• Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.

• Develop, as required, related requirements documentation.

• In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.

• Take responsibility for ongoing client satisfaction - manage peer-level client relationships and overcome hurdles to ensure win-win solutions.

• Coordinate with leadership to develop a well-defined project plans that clearly states the project’s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.

• Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.

• Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
