The Manager, Technology & Innovation supports the delivery, governance, and optimization of technology enabled solutions across Legal & Regulatory Compliance (LRC). This role partners closely with Technology & Operations to ensure legal technology initiatives are well-governed, secure, scalable, and aligned with BMO’s strategic priorities.
This role is accountable for program execution across multiple initiatives, including AI-enabled solutions, access management, training and enablement, and knowledge management platforms, while ensuring strong risk, financial, and change management discipline.
Key AccountabilitiesProgram management & governance
Own the multi‑year roadmap for technology, ensuring alignment to enterprise and LRC strategy, focusing on AI-driven technology solutions.
Develop business cases and TIP funding submissions; define scope, success metrics, benefits, and ROI; manage approvals and stage gates.
Establish and manage program governance including prioritization, records management, spend, and benefits tracking.
Lead access management for knowledge management systems and subscriptions.
Business / IT integration
Act as the primary liaison between T&O and LRC to support effective technology solution delivery and support.
Elicit and document business and technical requirements; translate workflows into solution designs in partnership with T&O and vendors.
Lead prioritization, sequencing, and release planning across multiple products; coordinate production support, upgrades, and enhancements.
Ensure data governance, integration design, and reporting requirements are defined to enable adoption and decision‑making.
Change management, training & enablement
Build and execute change strategies and detailed plans (stakeholder analysis, readiness, communications, training, sustainment) for each release.
Develop targeted communications and leadership messaging; identify the right channels, cadence, and senders to drive awareness, compliance and adoption.
Monitor adoption, run feedback loops, and implement corrective actions; celebrate milestones and embed sustainment practices.
Design and deliver training curricula surrounding systems and processes.
Serve as a trusted point of contact during periods of change.
Access management & controls
Define and administer role‑based access models for applications, ensuring least‑privilege, segregation of duties, and auditability.
Partner with IAM and Security on provisioning/de‑provisioning workflows, periodic access reviews, and evidence for audits/regulatory exams.
Budgeting, planning, and TIP funding
Compile and manage the annual technology budget, track spend and communicate on progress.
Oversee specific projects owned by the Chief Operating Officer, ensuring responsible spending and realization of benefits.
Own TIP funding intake, artifacts, and oversee benefits and spend tracking and variance explanations.
Knowledge management
Curate standards, templates, and best practices; embed knowledge capture into workflows and tools.
Support platforms such as document and knowledge management systems
Partner with stakeholders to define content standards, taxonomy, naming conventions and governance for knowledge records.
Serve as the primary contact for technology vendors, including for billing purposes.
Undergraduate degree in Business, Technology, or a related field.
5-7 years experience in program or project management, preferably in a legal, risk or governance role.
Vendor management experience strongly preferred
Experience with iManage and SharePoint is an asset

The above represents BMO Financial Group’s pay range and type.
Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
BMO Financial Group’s total compensation package will vary based on the pay type of the position and may include performance-based incentives, discretionary bonuses, as well as other perks and rewards.
