Learn more about CCQ Commission de la construction du Québec

The construction industry is a major sector in Quebec, generating some $30 billion in investments every year. The hundreds of thousands of people involved in the industry, and the companies that employ them, must be constantly on the move throughout the province.

The Commission de la construction du Québec (CCQ), created in 1987, is responsible for applying the Act on Labour Relations, Vocational Training, and Workforce Management in the Construction Industry (Act R-20), which provides a legal framework for the industry. It is funded mainly by contributions from the total payroll of workers and employers in the construction industry.

Due to its mission and mandate, the CCQ offers many services to its clienteles, including social benefits, pension and insurance, vocational training, labour management and application of the collective agreements in the construction industry.

Both its history and its mission bear witness to the central role that the CCQ plays in a dynamic sector that influences all spheres of Quebec's economy.

The CCQ’s Mission

In a context of cooperation with the employer and union associations of the construction industry covered under the Act Respecting Labour Relations, Vocational Training, and Workforce Management in the Construction Industry (Act R-20) and with the government of Quebec:

  • To ensure that the sector-based labour collective agreements in the construction industry respect Act R-20 and its related regulations;
  • To fight against undeclared work, thus favouring fair competition among construction contractors;
  • To develop and maintain a high level of competence among the labour force;
  • To facilitate a match between the supply of and demand for labour;
  • To administer and develop the negotiated social benefits plans;
  • To administer the trust funds in such a way as to ensure the perpetuity of the programs that they support.
