Responsibilities and goals associated with the position

Reporting to the Senior Manager - Municipal Engineering, the jobholder will supervise the activities of their section. The jobholder will be responsible for advising managers in projects related to municipal engineering work regarding project planning, operations, and supervision in order to deliver projects according to established timelines and budgets. The jobholder will play a key role in the success of projects by providing high-level project management expertise (planning, scope, deadlines, cost and risk management, forecasts and projections, etc.). The jobholder will be responsible for all aspects related to project management, particularly cost and timeline management.

The jobholder’s main responsibilities are as follows:

  • Create links between various stakeholders in order to ensure projects, programs, and project portfolios are supervised and efficient;
  • Oversee and supervise contracts awarded to external engineering and architectural firms and approve payment of fees;
  • Participate in preparing project estimates for the three-year Capital Investment Program and supervise the budgets for these projects;
  • Participate in preparing entries for the decisional management system;
  • Supervise progressive payment certificates, additional work assigned to contractors, payment of invoices from providers, consultants, change order and holdback SGD entries, and investment expenditure follow-ups;
  • Determine, improve, and follow management procedures and tools to support and account for projects, according to the best project management practices and principles;
  • Oversee billing, change orders, change order processing, and cost revision estimates;
  • Complete project progress reports and produce and analyze various performance indicators;
  • Produce and distribute presentations, statistics, reports, and other necessary documents to various committees and authorities;
  • Anticipate challenges and trends, offer solutions, and ensure these solutions are applied when necessary;
  • Work with project managers to produce and revise project and work plans and ensure they are updated;
  • Establish a detailed plan including calendars of activities and responsibility charts;
  • Oversee and update the necessary project management logs (deliverables, change orders, follow-up points, problems, challenges, risks);
  • Verify the consistency, quality, accuracy, and relevance of documents produced during projects and while gathering information;
  • Identify and proactively escalate all issues related to project delivery to managers;
  • Research, prepare and follow up grant applications to various authorities;
  • Participate in the preparation and follow-up of decision-making documents for approval of borrowing by-laws, contract amendments, contract awards, various agreements, authorizations, etc.;
  • Perform all other related tasks as needed.

Requested skills

The jobholder must have a university degree. Belonging to a Quebec Professional Order will be considered an asset. Ideally, the jobholder will also have certification in project management (PMP, CAPM, or Master’s degree in Project Management). A total 3 to 5 years’ experience is required for this position. The position requires proficiency in French and English sufficient to sustain a conversation, host a workshop, participate in a work meeting, and write short texts or internal reports.
