Manager – Clinical Information System (CIS)

JOB SUMMARY:

Reporting to the Clinical Information System Director, the incumbent will manage the implementation of the new Clinical Information System (CIS) at Vitalité Health Network, in collaboration with the Government of New Brunswick, the Department of Health, Horizon Health Network and other partners.

The incumbent is responsible for planning, implementing and managing the clinical information systems used at Vitalité Health Network, as well as ensuring provincial coordination, inter-network integration and system interoperability. They are responsible for managing the clinical teams assigned to the CIS and providing them with guidance to support clinical practice as well as the quality and safety of care and patient pathways.

The incumbent supervises the team responsible for CIS roll-out, support and optimization, and serves as a strategic link between provincial authorities, Vitalité Health Network management, clinical teams and IT resources. They also oversee CIS budget management, operational performance and risk management, while promoting the adoption, innovation and continuous improvement of digital clinical practices.

REQUIREMENTS:

  • Undergraduate degree (bachelor’s) in a health-related field;
  • Training in project management or clinical process optimization (e.g. Lean Six Sigma) considered an asset;
  • Minimum of three years' management experience, including one to two years in clinical management;
  • Minimum of three years’ experience in the health care field;
  • Experience with electronic clinical records and cross-system integration;
  • Experience in user support and training in a clinical environment and in supervising multidisciplinary teams;
  • Experience in change management and/or technology project management;
  • Experience with provincial, governmental and inter-organizational projects;
  • Proficiency with computer tools: Meditech, other digital health solutions used in Vitalité Health Network, Microsoft Office, Teams and Zoom;
  • Motivating leadership and ability to manage geographically dispersed teams with multidisciplinary profiles;
  • Understanding of one or more clinical professions and ability to manage clinical profiles;
  • Ability to support teams through a process of transformation and in their professional development;
  • Knowledge of budget management and ability to effectively manage financial resources in a complex organizational context;
  • Excellent analytical, planning and complex problem-solving skills;
  • Knowledge of health care data standards and regulations (confidentiality, security, interoperability);
  • Ability to foster interdisciplinary communication and work in a decentralized care model;
  • Strong organizational skills, autonomy and ability to thrive in a constantly changing environment;
  • Good communication and interpersonal skills;
  • Keen interest in continuous professional development, innovation and electronic solutions;
  • Ability to work independently and as a team member;
  • Physical ability to perform assigned duties;
  • Good previous work history (performance and attendance);
  • Adherence to professional ethics principles, to the Network management philosophy and organizational values;
  • Compliance with the rules of confidentiality established by the Vitalité Health Network.
