Department mission

The mission of the Finance Department is to fairly and transparently manage all administrative processes and, in close cooperation with departments, to effectively and efficiently manage financial, human, and physical resources, with the aim of achieving the objectives set out in the strategic planning.

Responsibilities and goals associated with the position

Reporting to the Manager - Financial Services, the Accounting Analyst coordinates, performs and audits various accounting-related tasks for the budgetary and financial operations of City departments and a series of activities involving the accounting records of the City and para-municipal organizations.

The jobholder’s main responsibilities are as follows:

  • Audits, analyzes and performs account verification activities and accounting for budgetary and financial operations (credits, expenses, income, commitments, balances, balance sheet accounts for various funds, etc.) for the City, pension funds and para-municipal organizations.
  • Monitors payment requisitions (fees, wage claims, suppliers, contracts, etc.) and ensures their compliance with authorizations and accounting standards before recommending payment.
  • Manages all accounting records in his/her activity sector, justifies their relevance, informs his/her superior of any situation that violates accounting standards, and informs the appropriate departments.
  • Prepares or oversees the preparation of financial and statistical reports and information in his/her activity sector.
  • Prepares or revises and approves journal entries, and assists in the preparation of more complex entries.
  • Recommends modifications, specific to his/her activity sector, during the preparation of budget estimates.
  • Recommends improvements to work methods and participates in developing standards and updating accounting and administrative procedures.
  • Communicates as required with employees from the Office of the Auditor and with budgetary and financial management advisors about analyses conducted and the operating procedures in his/her activity sector.
  • Ensures that accounting documents are reconciled and certified in accordance with the established procedure; oversees the recording of accounting activities in the appropriate books or registers.
  • Uses, as needed, various types of office equipment and the appropriate programs to perform certain job-related tasks.
  • Performs any other related task.

Working hours

For the period between Thanksgiving and the first Monday of May: Monday to Friday inclusively, 8:30 a.m. to 4:30 p.m., minus one hour for lunch. For the period between the first Monday of May and Thanksgiving: Monday to Thursday inclusively, 8:00 a.m. to 4:30 p.m., minus 45 minutes for lunch; Friday, 8:00 a.m. to noon.

Requested skills

  • A college diploma with specialization in an appropriate field and profile, plus a university certificate in accounting.
  • Two (2) years of experience in a position where the incumbent was able to gain familiarity with the field related to the job.
  • Bilingualism (spoken and written French and English);
  • In-depth knowledge of the Windows environment and Microsoft Office applications (Word, Excel and Outlook).
