Our client, Public sector client , is undertaking a critical payroll transformation program, transitioning from the existing Phoenix pay system to Dayforce. We are seeking a Senior Business Transformation Consultant (Finance SME) with deep expertise in finance processes related to HR and payroll to support this initiative.

The consultant will act as a subject matter expert and provide guidance on documenting and validating Level 2 and Level 3 finance processes, ensuring accuracy and alignment in a dual HR/Pay system operating model. Candidates with federal government experience are strongly preferred.


Location: Canada (Remote with occasional on-site as required) T&L is paid by the client

Start Date: ASAP - Feb 2026

Clearance Required: Reliability Status (Government of Canada)


Key Responsibilities
  • Collaborate with a cross-functional transformation team to document L2 and L3 finance processes related to HR and Pay.
  • Facilitate and/or attend workshops with client-side SMEs to capture nuances of finance processes under a dual HR/Pay system model.
  • Synthesize workshop findings into clear, actionable deliverables for client review.
  • Review deliverables for subject matter accuracy and completeness, ensuring alignment with government standards and transformation objectives.
  • Provide advisory expertise on transition impacts, supporting the shift from Phoenix to Dayforce.


Must Haves
  • 10+ years of experience in business transformation, finance, or payroll-related consulting.
  • Strong expertise in finance processes related to HR and payroll (process documentation, analysis, optimization).
  • Proven ability to lead and facilitate workshops and stakeholder discussions.
  • Experience with process design at L2/L3 levels within complex organizations.
  • Excellent communication skills (oral and written) with the ability to distill complex information into clear deliverables.
  • Government of Canada Reliability Status clearance (must be active or eligible).

Nice to Haves
  • Prior experience working with the Government of Canada or other public sector payroll/finance transformation programs.
  • Familiarity with Phoenix pay system and/or Dayforce HCM/Payroll.
  • Knowledge of HR, payroll, and finance integration challenges in large, unionized environments.
