Primary Focus

Primary accountability is to manage complex IT and operational technology (OT) projects valued up to $5MM, primarily enhancing The Client’s Leak Detection, Control, and SCADA systems. This role partners with key stakeholders to develop technical solutions and ensures best-practice change management when systems are modified, deployed, or integrated. The role requires a strong understanding of OT applications and infrastructure, including associated cybersecurity, with a specialty focus in the leak detection domain.


Specific Accountabilities

• Perform full-time project management for multiple projects valued up to $2MM.

• Proactively manage all PMBOK knowledge areas and process groups to maximize stakeholder value while minimizing cost and optimizing schedules.

• Execute projects in accordance with established corporate standards.

• Ensure all PMO processes are followed and required PMO documentation is produced.

• Provide clear, well-defined project mandates, supported by documentation, scheduling, budgeting, and ongoing project analysis, as required.

• Develop and implement change management processes, procedures, and tools to support seamless deployment and prevent disruption to critical systems.

• Apply project and organizational knowledge, leadership, and active facilitation to enable effective execution of project activities.

• Continuously evaluate internal processes to support efficient, priority-based project execution; identify and propose process improvements, as required.

• Prepare status reports and deliver presentations to senior management and key stakeholders.

• Facilitate timely resolution of project concerns or issues, escalating as appropriate.

• Review and approve project deliverables.

• Provide timely and accurate status reporting throughout the project lifecycle, as required.

• Initiate, support, and develop strategies for continuous process improvement within the PCSLD department.

• Ensure project delivery efficiency by:

o Working collaboratively with supervisors, managers, directors, other project managers, and stakeholders.

o Conducting root-cause analysis on projects and project issues.

• Support governance and enforcement of project processes and standards, including:

o Schedules, reporting, and project financials

o QC, QA, and compliance standards


Scope

• Accountable for multiple projects valued up to $2MM, ranging in durations of months to three years in duration.

• Establish and lead operational technology (OT) project teams.

• Coordinate with Leak Detection subject matter experts (SMEs), supervisors, and managers to advance Leak Detection projects and decision records.

Must Haves:

• Undergraduate degree in Engineering or Computer Science from a recognized post-secondary institution

o An equivalent combination of education and experience (e.g., Registered Engineering Technologist or similar accreditation) may be considered.

• Project Management Professional (PMP) designation is an asset.

• Familiarity with leak detection applications (e.g., Atmos, SPS, MBS) and pipeline modelling, including model maintenance, performance/reliability/sensitivity testing, and interface testing, is desirable.

• Familiarity with pipeline systems and operations is an asset.

• Strong understanding of IT and OT, including leak detection processes, data centres, application development, network infrastructure, control systems, SCADA, and related standards, best practices, and operating procedures.

• Ability to balance priorities, constraints, and objectives across multiple simultaneous projects.

• 5 - 10 years of progressive project management experience (dependent on technical education, accreditations, and demonstrated competency).

• Demonstrated technical competence.

• Well-developed problem-solving, decision-making, organizational, planning, and leadership skills.

• Collaborative, service-oriented team member with strong, solution-focused interpersonal skills.
