Our Valued Public Sector Client is seeking a Communications Consultant to work on a major organizational change within a security and defence project.


Project Description:

A platform was developed to enhance security monitoring and accelerate the Security Assessment and Authorization (SA&A) process by leveraging a Continuous Authority to Operate (cATO) model. This approach represents a fundamental shift in how the Air Force builds, deploys, and secures software, enabled through the adoption of a software factory model. Its success depends not only on technological advancement but also on a broader cultural transformation within the Royal Canadian Air Force (RCAF) and the wider defence enterprise. The Communications Consultant will play a key role, applying deep knowledge of the defence environment alongside strong storytelling and narrative development expertise.

Responsibilities:

  • Conduct a "narrative discovery" phase, interviewing technical OPIs (platform architects, developers) and senior policy makers to extract core themes and operational realities.
  • Develop the a Strategic Narrative Framework that translates Agile/DevSecOps concepts into operational value propositions
  • Synthesize technical roadmaps and policy documents into a unified "origin and future" story for the RDH.
  • Draft high-impact written products (e.g., speeches, Op-Eds, internal memos, memoir-style vignettes) that articulate the challenges and successes of the transformation journey.
  • Ensure all executive communication aligns with principles of integrity and transparency, particularly when addressing cultural resistance to change.
  • Translate complex technical and digital transformation concepts (e.g. SA&A reform, cloud sovereignty) into clear, accessible language for the broader RCAF workforce.
  • Design internal communication campaigns that explain the "why" behind major policy shifts, addressing skepticism and building consensus among diverse stakeholder groups (military, civilian, technical).
  • Review external-facing materials to ensure they reflect the authentic reality of the work environment.
