Technology delivery is foundational to Manulife’s business strategy and success. As technology continues to evolve, it must be delivered at speed, with resilience, while consistently demonstrating strong risk management to customers, shareholders, and regulators.

As a part of the 1st Line of Defense, the Global Technology Governance & Control (G&C) function operates across segments, markets, and global technology teams to identify, assess, and manage technology risks while operationalizing the enterprise risk strategy.

The function increasingly employs automation, AI‑enabled capabilities, and data‑driven insights to improve scalability, consistency, and timeliness of risk oversight. G&C partners closely with leadership to establish a strong risk culture. It supports IT in identifying and mitigating risks end-to-end, including those from new technologies. It also provides an objective view of key risks to support well-grounded business decisions.

The Director provides leadership across governance, reporting, program portfolio management, and risk enablement through automation and technical design. This role is accountable for the end‑to‑end management of a portfolio initiatives, using data, automation, and scalable design to enable informed decision‑making, improve efficiency, and drive improvement in risk management.

Position Responsibilities:

1. Partner with technology process partners and risk teams to build, enhance, and strengthen controls across the First Line. Implement governance and oversight processes to monitor the effectiveness and performance of high‑risk controls. Initiate, coordinate, and oversee responses to control gaps, issues, and required corrective actions, including audit preparation and support. Track and report on the execution of remediation plans addressing key technology and operational risks. Assess technologies, delivery models, and support structures to ensure appropriate risk coverage.

2. Champion innovation, automation, and continuous improvement to enhance the efficiency and effectiveness of risk management processes.
Provide governance, and control advisory support to enterprise‑wide initiatives. Maintain comprehensive governance, risk, and control documentation to support transparency, audit-ability, and regulatory confidence.
Build strong, collaborative relationships across the three lines of defense to enable integrated and pragmatic risk management outcomes.


3. Reporting, Governance & Insights

Deliver Global G&C risk reporting, ensuring accuracy, consistency, and relevance for senior management and governance committees. Produce clear, executive‑level reporting that synthesizes complex risk data into actionable insights, highlighting trends, accomplishments, emerging risks, and areas requiring leadership focus. Establish standardized reporting structures, data definitions, and a sustainable reporting cadence to support timely decision‑making. Ensure consistent application of project governance, documentation, and delivery standards across the portfolio.
Define and maintain roadmaps, achievements, and dependencies across initiatives to support effective planning and delivery. Oversee the development and maintenance of an enterprise metrics library aligned to risk appetite, regulatory expectations, and technology strategy. Oversee tooling, SharePoint platforms, and reporting infrastructure that enable scalable governance and reporting. Support training and enablement programs to strengthen risk awareness and control ownership across Line 1B.


Required Qualifications:

  • Proven leadership experience in technology risk, governance, audit, or control management in a multifaceted enterprise environment.

  • Strong written communication and report‑writing skills, with the ability to synthesize complex information, develop compelling narratives, and deliver actionable insights for diverse collaborators.

  • Experience managing enterprise‑scale portfolios of risk or governance initiatives.

  • Deep understanding of risk and control frameworks and methodologies.

  • Demonstrated ability to harness data and analytics to drive insight and decision‑making.

  • Collaborative, outcome‑focused leader who can work across technology, risk, and business partners to drive continuous improvement.


Technical experience:

  • Experience in technology risk, governance, controls, or adjacent technology leadership roles within a complex, regulated environment.

  • Demonstrated success leading initiatives or portfolios across technology risk, governance, reporting, or control execution, with accountability for delivery and outcomes.

  • Solid understanding of technology risk domains, including application development, infrastructure/cloud, cybersecurity, data, resilience, and emerging technologies such as AI.

  • Experience designing and implementing practical solutions, translating enterprise standards and regulatory expectations into day‑to‑day technology practices.

  • Proficiency in design of dashboards and workflow automation (MS Automate, Power BI) and development of KPI’s and scorecards.

Salary range is expected to be between

$125,100.00 CAD - $175,100.00 CAD
