GENERAL ACCOUNTABILITY
Reporting to the Director of Human Resources, but taking some direction from the Manager of Human Resources, the Human Resources Specialist is responsible for the development, testing, implementation, and maintenance of the Human Capital Management (HCM) component of the Administrative Information Management System (AIMS) for the Saskatchewan Cancer Agency. The Specialist is the HCM lead and is the super-user and direct contact for information and explanations related to AIMS HCM (Core HR and Workforce Management) procedures, policies, and functionality. The Specialist anticipates potential problems and provides timely recommendations for resolution in order that accuracy of employees’ status, payroll, compensation, and benefit information is maintained throughout and following system implementation. The Specialist maintains a focus on quality while developing workflow efficiencies and statistical reporting. The Specialist is also responsible to perform recruitment functions within the Cancer Agency.
QUALIFICATIONS
- Bachelor’s degree in Business Administration or Commerce, preferably in Human Resources, supplemented with 3 to 5 years applicable experience.
- Technical proficiency.
- Data management experience.
- A combination of education and experience may be considered.
SKILLS
- Ability to work effectively and discreetly with confidential and sensitive information is essential.
- Ability to plan, prioritize and oversee numerous concurrent activities effectively while taking into consideration changing circumstances, frequent interruptions, and competing deadlines.
- Advanced technical knowledge including personal computers and Microsoft Office suite. Input, edit, retrieve, format, transmit and link file data. Create and generate queries, diverse reports and documents utilizing databases, spreadsheets and other software packages with speed and accuracy.
- Ability to systematically search and assess data to develop informational material and reports and/or to make decisions about the application of policies and procedures.
- Capable of communicating and coaching positively and effectively, both in writing and verbally, regarding complex issues, policies, and procedures to a variety of audiences.
- Advanced interpersonal, communication, and organizational skills.
- Capable of creating effective presentations, facilitating, delivering information, and responding to questions.
- Ability to build and maintain relationships and collaborate effectively and professionally with staff, partners and stakeholders.
- Ability to engage, motivate, lead, and teach managers and staff at all levels of the Agency.
- Ability to analyze and resolve problems by applying initiative, practicing due diligence and sound judgment when responding to requests.
- Ability to interpret collective bargaining agreements.
- Knowledge of human resources best practices, trends and principles.
- Knowledge of Saskatchewan healthcare system.
- Knowledge of AIMS is an asset.
- Knowledge of LEAN management system and project management is an asset.
- Knowledge of culturally responsive care for First Nations and Métis people.
