The Burnaby Hospital redevelopment project is a multi-phase project that will transform the hospital into a modernized medical and surgical health care campus. Phase one is slated to open in spring 2025 and phase two in 2030.

Highlights of the two-phase redevelopment project include:

  • Expanded Emergency Department with additional treatment spaces
  • New health care pavilion with 83 beds to support maternity, neonatal intensive care, medicine and mental health patients
  • New operating rooms, procedure rooms and recovery spaces
  • New acute care tower with 160 beds
  • New medical imaging department
  • New integrated BC Cancer Centre

Burnaby Hospital plays an essential role to those living in the community by delivering a variety health care services. Services and specialties include emergency medicine, intermediate-level critical care, medical imaging, internal medicine, hospitalist medicine, geriatric medicine, neurology, gastroenterology, palliative, psychiatry, oncology, outpatient clinics, and an extensive surgery program with anesthesia, orthopedics, general surgery, ENT, ophthalmology, obstetrics and gynecology, urology and plastics specialties.

 

Position Highlights

We are seeking a Senior Leader, Project Support & Results Office (PSRO) to hold leadership and management accountability for the successful delivery and achievement of projects through the phases of the Burnaby Hospital Redevelopment project.  

You will join a highly talented and diverse project team focused on integrating technical and clinical systems aligned with capital asset delivery with strategic priorities. Your experience in project and change management, along with a good understanding of the healthcare system will be key to success.

 

Build on your education and experience as you:

  • Lead the Project Support & Results Office and  support the portfolio of projects ensuring the successful transition from project delivery to operational implementation
  • Responsible for developing project management documentation such as Project Charters, Project Implementation Plans, and Change Management Plans.
  • Establish PSRO operating processes, tools and standards to  lead the project through Planning, Implementation, Monitoring, and Controlling phases focused on, but not limited to the WBS breakdown, work plans and project schedules, documentation control, records management, quality, risk management, issue logs, project reporting,  training and change management
  • Plan and develop business and project management processes, techniques, workflow models, standards and tools in support of project service delivery teams
  • Ensure project management processes optimizes efficiency and meets established standards for all project management components
  • Provide strong and effective leadership, technical guidance, coaching, training, mentorship and human resource management to assigned project staff and contractors
  • Lead development, maintenance and distribution of reports in relation to project management controls
  • Plan, implement, and improve project management best practices and tool sets to streamline project processes / procedures and maximize operational effectiveness.
  • Build strong relationships with the team, vendors, stakeholders, & ensure the delivery of effective, client-focused services.

  • Bachelor's degree in Engineering, Business or related discipline;
  • Certification in Project Management (PMP);
  • 10 years progressive project management experience inclusive of a major complex capital project;
  • 3 years in a leadership capacity in a PMO environment.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

The Senior Leader, Project Support & Results Office, holds leadership and management accountability for the successful delivery and achievement of projects throughout all phases of the Project.

In collaboration with Leaders, Project Managers and Project Teams (both Fraser Health and Contractors, leads the PSRO and the portfolio of projects to ensure the successful transition from project delivery to ongoing operations.

Accountable to establish project management processes, costing, timelines, standards, reporting, measurement/evaluation and communication related to project planning, development, management and implementation utilizing best practices, continuous improvement and project management principles. Ensures overall alignment of project, program, and portfolio management processes & practices.

Establishes and maintains effective relationships with stakeholders, project leaders/teams; is key resource and advisor on project management issues, tools and techniques. Coordinates project status reporting to stakeholders; provides effective Human Resource leadership, supervision, mentoring and training to staff/project team members.


Responsibilities


  1. Accountable to lead the Project Support & Results Office and the portfolio of projects ensuring the successful transition from project delivery to operational implementation.
  2. Responsible to establish PSRO operating processes, and standards to facilitate the planning, design and implementation of capital programs of the Redevelopment (all phases).   Ensures PSRO operations meet client and industry standards; establishes continuity in the development of detailed project plans, schedules and budgets to ensure the highest quality of output based on project requirements.
  3. Ensures project management processes optimize efficiency and meet established standards for all project management component areas including time & schedule, scope, integration, cost & budget, quality, human resources, communications, documentation, risk management, procurement and stakeholder satisfaction. 
  4. Accountable to ensure overall alignment of project portfolio program and management processes/practices within the Client platforms.  Plans and develops business and project management processes, workflow models, standards and tools in support of project service delivery teams. 
  5. Provides strong and effective leadership, technical guidance, coaching, training, mentorship and human resource management to assigned project staff and contractors.
  6. Plans, develops, implements and continuously improves policies and guidelines to ensure best practices are utilized throughout all phases of the Redevelopment Project. Ensures Project and Program Management processes are current and that project teams are advised of upcoming changes and/or issues. 
  7. Develops, maintains and monitors key metrics and measurements at the individual project and portfolio level; ensures metrics on process effectiveness and efficiency are established and communicated to project teams and stakeholders.
  8. Leads development, maintenance and distribution of reports in relation to project management controls; provides centralized reporting and planning services to project teams.
  9. Develops and deploys on-going project management training programs for the PFSO platform.
  10. Plans, implements and continuously improves project management best practices and tool sets to streamline project processes / procedures and maximize operational effectiveness.
  11. Develops positive working relationships with team, the client's lines of business, external vendors, and partnership vendors in a proactive and professional manner.
  12. Builds strong relationships with stakeholders, ensuring the delivery of effective, client-focused services.

Qualifications

Education and Experience

Bachelor's degree in Engineering, Business or related discipline with certification in Project Management (PMP), plus 10 years progressive project management experience inclusive of a major complex capital project, including 3 years in a leadership capacity in a PMO environment; or an equivalent combination of education, training or experience.

Professional/Technical Capabilities

  • Demonstrated advanced project management experience with multi-faceted projects, preferably in a health care environment
  • Working knowledge of the PMO function and accountability within a multifaceted build/redevelopment environment.  
  • Demonstrated knowledge of project management principles including estimating, tendering, scheduling, project design development, project planning, design drawing interpretation, construction practices, value engineering, risk analysis, alternative procurement methods, interior fit-up and base building construction techniques, contract administration, portfolio and program management.
  • Demonstrated experience in dealing with professional service providers such as architects, interior designers, engineering firms, construction managers, cost consulting firms, brokerage firms, general contractors.
  • Proven leadership abilities to motivate, manage and direct staff resulting in a consistent well managed service to the client.
  • Excellent interpersonal and communication skills.
  • Ability to resolve distinct differences of opinion or approach; ability to promote or negotiate on clients behalf.
  • Advanced writing skills to prepare material where detailed (technical) description, explanation and the accurate use of specialized terminology is necessary to effectively communicate.
  • Advanced presentation skills to present, rationalize, and debate with client executive.
  • Excellent interpersonal and communication skills.
  • Strong knowledge of building codes, occupational health and labour regulations.
