Job Summary
Fraser Health is looking for an accomplished and passionate Lead in Advanced Data Management to join our People Informatics team. In this role you will provide advanced data management services in collecting, keeping, and using data securely, efficiently, and cost-effectively for Employee Experience Management in Fraser Health.
Key Responsibilities:
- Lead the Fraser Health Violence Prevention Initiative. Oversee a series of initiatives aimed at reducing incidents of violence to staff and medical staff.
- Coordinate Shared Resources: Facilitate the efficient use of resources across various health organizations.
- Project Management: Lead capacity-building initiatives within health organizations.
- Research Support: Provide assistance and expertise in research activities.
- Quality Improvement (QI) Support: Enhance the quality of PHS programs through continuous improvement efforts.
- Centralized Repository Creation: Develop and maintain a repository of PHS practices and resources for health and well-being.
- Project Resources Provision: Assist health organizations with business analysis, data analysis, change management, and implementation.
Qualifications:
- Bachelor's Degree in a field related to Management Science, Business Administration, Computer Science or Information Technology.
- Three (3) to five (5) years recent, related experience in a Consulting role with involvement in advanced analytics, systems review and technical systems work
- An equivalent combination of education, training and experience may be considered.

The Lead, Advanced Data Management supports the initiatives of Fraser Health's Employee Experience Data Management strategy. Provides advanced data management services in collecting, keeping, and using data securely, efficiently, and cost-effectively for Employee Experience Management in Fraser Health. Addresses the activity of users and administrators, the capabilities of data management technologies, the demands of regulatory requirements, and the needs of Fraser Health to obtain value from its data. Provides technical leadership to assigned staff.Responsibilities
- Maintaining data management plans and instructions for operating complex business systems.
- Overseeing the integration of new technologies and initiatives into data standards and structures.
- Evaluating the design, selection, and implementation of database changes by comparing them with business requirements and design documents.
- Maintains expertise and current knowledge on worldwide research regarding application of data management techniques within the Human Resources domain by reviewing existing literature, liaising with related professional associations and/or educational institutions and/or participating in research projects.
- Performs complex process analysis including conducting work flow analysis and developing business information requirements and models. Designs and modifies practical manual and automated procedures.
- Prepare data to be use in a growing variety of applications, analytics, and algorithms.
- Assessing system performance and making recommendations for hardware, software, and data storage improvements.
- Monitor a comprehensive and integrated set of efficiency indicators and communicates current system status to relevant user groups.
- Supports the development and enhancement of data management and governance practices.
- Ensuring data and information privacy and security by integrating and upholding digital security systems.
- Archive and destroy data in accordance with retention schedules and compliance requirements.
- Provide high availability and disaster recovery.
- Responsible to establish and lead assigned projects by adhering to project management methodologies.
- Participates and attends various meetings regarding HR system efficiency as required; chairs and/or leads the discussion groups, as assigned.
- Participates in the hiring process for staff, and provides mentorship, support and professional development to People Data Management staff who ensure that data are organized, secure and accessible.
- Provides recommendations to the Manager regarding the assignment of staff and distribution of team resources within the assigned sites and/or assignment of staff at other sites, as needed.
- Serves as a consultant participating on projects which are under the leadership of the Data Management Leader; serves as back up to the Data Management Leader in the area of team leadership or project management. Prepares status reports and meets with clients and provide reports back to the Data Management Leader as required.
Education and Experience
Bachelor's Degree in a field related to Management Science, Business Administration, Computer Science or Information Technology, and have three (3) to five (5) years recent, related experience in a Consulting role with involvement in advanced analytics, systems review and technical systems work, or an equivalent combination of education, training and experience.

- Demonstrated proficiency with personal computers and the use of related software programs
- Physical ability to perform the duties of the position
- Advanced technical skills using SSAS, SSIS and SQL
