Description
Person responsible for the financial management of projects and for advising the project managers as well as the administrative team of the Project Management Office (PMO) with regard to financial follow ups, from purchase requisitions to invoice payments. He/she acts as a link between the financial needs and the project design aspects. He/she advises the project managers and helps define the financial requirements to ensure that the projects meet the organization’s needs.
SPECIFIC FUNCTIONS
1. Facilitates communication between all main stakeholders: Cree Board of Health and Social Services of James Bay (CBHSSJB), Ministère de la Santé et des Services Sociaux (MSSS), Santé Québec and consulting firms;
2. Ensures precise project management system is implemented and used by stakeholders, ensures that all key steps are followed from evaluation to final approval & payment in regards to clinical base projects;
3. Prepares, monitors, and makes available all financial data related to the projects, in collaboration with the PMO financial team, and provides the necessary processes and guidance to ensure accuracy, consistency, and proper use of financial information;
4. Participates in building all “Plan fonctionnel et technique” of CBHSSJB Capital projects;
5. Supports the project management team when negotiating with the Ministry to secure funding for Capital projects and ensures the MSSS understands the needs of the CBHSSJB;
6. Supports the negotiation process with local administration, notably in defining the needs of a given project clinical or construction.
REQUIREMENTS
Education and experience:
• Bachelor degree in finance, accounting or business administration (B.A.A);
• 5 years of relevant experience;
• Candidates with a relevant combination of education and experience will be considered.
Knowledge and abilities:
• Strong knowledge of the Quebec public administration finance resources management laws and regulations;
• Strong knowledge of the Treasury Board finance resources management laws and regulations;
• Strong knowledge of current issues and trends in human resources management, and operational delivery planning, organization, coordination, advising and quality assurance systems;
• Strong leadership and line management skills, including finance, material and information resources management;
• Knowledge of, or ability to grasp, the issues and context that relate to First Nation health and social services programming;
• Excellent critical thinking, synthesis, decision-making, planning and organizational skills;
• Results-oriented, autonomous, flexible, and ability to multi-task;
• Excellent interpersonal communication, and respectful leadership and teamwork skills;
• Excellent communication skills, both listening, written and presentation;
• Ability to effectively collaborate with all colleagues, as a team member and team leader.
LANGUAGE
• Fluent in English;
• Fluency in Cree and in French is an asset.
OTHER
• Willing to travel.
