SUMMARY OF THE POSITION
Person who analyzes the needs, conceives and applies professional techniques in the field of administrative methods and systems, in order to improve service delivery.
SPECIFIC FUNCTIONS
• Participates in the planning, implementation, control and evaluation of the following activities: planning of patient or client travel, accommodation, meals, transportation, security and interpretation service for Wiichihiituwin service points;
• Participates in the development of policies, procedures and processes related to the movement and accommodation of patients and to the efficient use of resources;
• Collaborates with the Finance Department to optimize processes relating to the reimbursement system for patients, clients and suppliers of the Wiichihiituwin Department;
• Contributes to the implementation of mechanisms allowing the various sectors of the Wiichihiituwin sites to respond to emergencies at night, day, evening, weekends and public holidays;
• Collaborate in determining the needs of the population, communities and the organization in terms of programs and services;
• Contribute to a process of evaluating the quality and effectiveness of Wiichihiituwin practices, in order to support the managers concerned;
• Act as an advanced user for transportation and accommodation management systems and applications by providing guidance and training;
• Carry out profitability analysis and cost estimates to support management in decision-making;
• Collaborate in the production and analysis of statistics, indicators, performance measures and dashboards of the Wiichihiituwin department's activities, and produce various types of reports;
• Develop and maintain tools and documentation to support the training and operations of the Department;
• Support the review, analysis and documentation of practices and processes related to client transportation and accommodation, and participate in implementation;
• Provide support to the Assistant Director Logistics and Administration in the planning and preparation of documents to be presented to committees and meetings;
• Perform other tasks usually assigned to an Administrative Process Specialist at the request of their supervisor.
REQUIREMENTS
Education and experience:
• Bachelor's degree in administration or social sciences or another appropriate academic discipline.
• Five (5) years of appropriate administrative experience in similar responsibilities;
• Experience in project management.
Knowledge and Abilities:
• Good knowledge and skills in the following areas: support and care systems for patients in transit: liaison between professionals who refer patients and secondary or tertiary care providers: transport and accommodation logistics systems; management of patient accommodation;
• Knowledge and experience of the network of medical and hospital services in urban centers in Quebec (ideally Val-d’Or, Amos, Chibougamau and Montreal);
• Knowledge of the issues and context relating to health services for First Nations, or ability to grasp them;
• Knowledge of Cree culture (asset);
• Ability to work collaboratively with team members and partners working in various spheres of activity and work sites;
• Excellent communication skills, both written and oral;
• Excellent interpersonal skills and good team spirit;
• Excellent critical thinking, decision-making, planning and organizational skills;
• Practical, analytical and attentive to detail;
• Ability to manage several files and tasks at the same time;
• Ability to work under pressure and flexibility to respond to changing priorities;
• Organizational skills, autonomy and ability to work with little supervision;
• Good knowledge of the Office suite, and in particular Excel software;
• Knowledge of administrative methods and techniques, as well as budget management, data analysis, reporting and information systems.
LANGUAGE
• Fluent in English and French;
• Fluency in Cree is an asset.
OTHER
• Willing to travel occasionally in the communities.
• The selection process may include the administration of a computer skills test: passing score of 70%.
