General responsibilities and objectives

Reporting to the Director – Public Works, the jobholder is responsible for carrying out, planning and managing contracts and inspections related to the Public Works and Buildings Department's maintenance activities. These maintenance activities involve the fields of roads, parks, horticulture, arboriculture, environment, buildings and the City fleet.

Detailed activities

  • Manage the department’s human, financial, material and information resources in accordance with the rules, standards, regulations and collective agreements in force, with a strong focus on:
  • Workforce planning, by providing ongoing training for staff and evaluating performance management in order to prepare for employee succession;
  • Development and implementation of policies and programs and application of standards and regulations related to the maintenance of assets under their management;
  • Development of management performance indicators to ensure productivity and achievement of departmental objectives;
  • Preparation of departmental budgets;
  • In collaboration with their superior, set the department's objectives and priorities, ensuring alignment with its mission and strategic objectives;
  • Carry out, plan and manage contracts and inspections related to the Public Works and Buildings Department's maintenance activities;
  • Ensure sound team management and quality control of arboricultural inspection work in connection with the issuance of private tree cutting permits, while applying the required preventive and corrective measures;
  • Evaluate, manage and follow up on internal, residential, commercial and industrial customer requests related to fleet, infrastructure, buildings, parks and sports fields, and urban canopy issues;
  • Prepare comprehensive recommendations and justifications to support department management decisions;
  • Participate in various internal and external meetings and committees;
  • Create and implement performance monitoring and control tools;
  • Manage grant programs related to the various business sectors under their responsibility;
  • Stay current with best practices in their field and implement them to optimize processes;
  • Perform any other related tasks.

Requested skills

Job requirements
  • Undergraduate degree, ideally in landscape architecture, engineering (civil, mechanical or forestry) or any other related discipline;
  • Project management certification will be considered an asset;
  • Good knowledge of the government tendering process;
  • 6 to 9 years of relevant experience, preferably in the municipal sector;
  • Good knowledge of French and English to be able to hold a conversation, lead a workshop, take part in a business meeting, and write high-quality reports or short texts.
