Vancouver Coastal Health is looking for a Director Indigenous Workforce Experience - Strategic Partnerships to join the team.
Reporting directly to the Vice President People, and accountable to the Vice President of Indigenous Health as part of a matrix reporting relationship, the Director Indigenous Workforce Experience plays a pivotal role in promoting and fostering an inclusive and supportive work environment for Indigenous staff within VCH.
The role is responsible for developing strategies, programs, and initiatives that enhance the recruitment, retention, professional development, and overall well-being of our Indigenous workforce. The Director collaborates within the People Team and with Indigenous Health to provide leadership and program development that contributes to building a diverse and culturally enriched workplace that values Indigenous perspectives, fosters collaboration, and drives positive organizational outcomes. Through partnerships within the VCH People Team, VCH Indigenous Health, and community organizations at the local, regional, and national levels, the Director coordinates collaborative working groups to strategically inform human resource program development and implementation focusing on recruitment, retention, recognition & engagement, and safety & wellness for our Indigenous workforce.
As a VCH senior and strategic leader, the Director is a key member of the People team leadership structure and is also a key partner within the Indigenous Health leadership team, regularly attending Indigenous Health leadership team meetings and acting as a strategic liaison. This work includes assessing and understanding the organization’s current human resource programs, policies, and practices, and then collaborating with partners in the People Team and Indigenous Health to achieve system-level transformation and develop comprehensive and inclusive Indigenous workforce strategies. As a Director Indigenous Workforce Experience - Strategic Partnerships with Vancouver Coastal Health you will:
- Collaborate with other People Team leaders and Indigenous Health leadership, and as a key partner provides consultation, guidance and advice informing the development of comprehensive Indigenous workforce experience strategies aligned with the organization's goals and objectives.
- Collaborate with internal and external partners participating in the development and implementation of policies and programs that address the unique well-being and inclusivity needs of Indigenous employees. Advocates for system-level transformation initiatives, and partners with other leaders to develop culturally relevant support systems, wellness programs, and resources for Indigenous employees.
- Lead with culture to advocate for initiatives, processes, and approaches that address systemic inequities in areas such as access to career pathways & employment opportunities, professional development, and education.
- Provide consultation and advice on an ongoing basis to monitor the effectiveness of programs and initiatives. Evaluates and makes recommendations for adjusting strategies as needed based on feedback, new insights, and changing organizational dynamics.
- Partner with People Team leaders in developing inclusive recruitment strategies to attract, hire, and onboard Indigenous talent. Works in collaboration with VCH Talent Acquisition, providing strategic guidance in establishing relationships with community programs, post-secondary institutions, and provincial and national agencies for Indigenous workforce recruitment initiatives.
- Provide expertise and advice to initiatives with a focus on ensuring a culturally safe, sensitive and welcoming onboarding process. Provides consultation on culturally safe approaches and methodologies for collecting data on diversity metrics (e.g., representation, pay equity) and candidate/employee feedback.
- Participate on committees and working groups within People Team and with HEABC to understand collective agreements and other terms of employment and identify opportunities for improving Indigenous workforce experience. This can include strategic consultation as well as advising on tactical implementation (for example, revisiting job descriptions to minimize biased language, and making recommendations for culturally safe and inclusive interview tools and interview panels).
- Provide leadership and strategic consultation in the design and implementation of initiatives that enhance the engagement, motivation, recognition and satisfaction of Indigenous employees. Helps organize events, workshops, and cultural awareness to foster a sense of belonging and pride within the workplace.
- Support the development of programs that focus on the professional growth of Indigenous employees. Collaborates with Leadership Development and Talent Development teams to support Indigenous employee access to skill-building opportunities, mentorship, and career advancement pathways. Provides advice and guidance to these teams in developing leadership training that emphasizes topics such as Indigenous Cultural Safety, Indigenous Specific Anti-Racism, allyship, and mentorship opportunities.
- Work in collaboration with VCH Talent Development & Career Pathways, providing strategic guidance in establishing relationships with community programs, post-secondary institutions, and provincial and national agencies for Indigenous workforce career development initiatives.
- Establish a network with internal partners in VCH Indigenous Health, and with Indigenous organizations, leaders, and communities to build bridges and promote awareness of the organization's commitment to Indigenous workforce experience. Participates in community events and initiatives to strengthen these relationships.
- Provide strategic advice and consultation informing culturally safe approaches and methodology for collecting, analyzing, and reporting on key metrics related to Indigenous workforce recruitment, retention, representation, wellness, and engagement. Uses data-driven insights to make informed decisions and measure the impact of Indigenous workforce experience initiatives.
- Collaborate with cross-functional teams, including People Team, Indigenous Health, Diversity and Inclusion, Communications, and Operations Leadership, to integrate Indigenous workforce experience strategies into the broader organizational framework. Effectively communicates progress, challenges, and successes to the Vice President People and the Vice President of Indigenous Health and other senior leaders.
- Serve as an advocate for Indigenous employees, representing their perspectives and needs to leadership and decision-making bodies. Raises awareness about cultural sensitivities and opportunities for growth and improvement.
- Carry out responsibilities in accordance with health and safety requirements.
- Perform other related duties as assigned.
Education & Experience
- Degree in Human Resources, Business, or other relevant discipline such as Change Management.
- Five (5) year’s recent, related experience that includes managing strategic and operational change initiatives and facilitating and managing consultation with a wide group of interested parties, or an equivalent combination of experience and education.
- Experience working with or for Indigenous organizations and/or programs and developing working relationships with Indigenous communities.
- In-depth understanding and knowledge of Indigenous Cultural Safety, Indigenous Specific Anti-Racism and Indigenous cultures within Vancouver Coastal Health’s service region. Preference given to candidates identifying as Indigenous including First Nations, Metis and Inuit.
Knowledge & Abilities
- Develops and maintains strong relationships with key internal and external partners to promote and enhance services provided with sensitivity to diversity and indigenous lens
- Practices the recognition, inclusion and support of all types and aspects of diversity at all stages of engagement, with an understanding of the issues faced by people from equity-deserving groups
- Strong understanding of relevant employment legislation and cultural sensitivity in a professional environment
- Experience partnering with First Nations organizations and communities, post-secondary academic organizations, and Indigenous career development organizations
- Certification or an interest and ability to complete certification in Indigenous Human Resources such as the Certified Indigenous Human Resources Professional (CIHRP) designation considered an asset
- Excellent communication, interpersonal, and leadership skills, with the ability to navigate complex cultural dynamics
- Strategic thinker with the ability to translate concepts into actionable plans, considering the unique needs of Indigenous employees
- Data-driven mindset with experience in metrics analysis and reporting, particularly as it pertains to measuring the success of Indigenous workforce initiatives
- Collaborative and adaptable, able to work effectively with diverse teams and navigate organizational complexities while respecting Indigenous values and protocols
- Demonstrated commitment to fostering diversity, inclusion, and social equity, particularly through Indigenous-focused initiatives
