The Supervisor Public Works leads the crew operations and assists the Director of Public Works in the planning of work, assignment of resources and supervision of Public Works ground crew staff: establishing short and long term plans, recommending resolution of citizen complaints, preparing, and managing road projects, coordinating road maintenance, scheduling and monitoring the delivery of support to special events projects, establishing and maintaining tracking and reporting systems and, purchasing supplies and equipment.

This position is also operational and is required to carry out the duties of Driver Labourers such as driving snowplows and other equipment on a scheduled and non-scheduled basis, when and where needed and maintaining equipment logbooks. May be called upon to step into management responsibilities in the Director’s absence.

Duties and Responsibilities

1. Develops and oversees the implementation of short- and long-term plans:
• Drafting and adjusting weekly work plans incorporating such considerations as ongoing projects, citizen complaints / requests, employee availability and identified issues.

2. Manages employees, on behalf of the Director, Public Works:
• Provides on-site direct supervision of staff,
• Establishes and monitors training plans, providing on the job training on policies, procedures and work methods
• Schedules and supervises the delivery of logistical support to special events.
• Participates in staff recruitment and selection processes.
• Promotes workplace health and safety policies and practices through training, behaviour modelling and reminders

3. Carries out Day to Day Operations in keeping with approved work plans
• Patrols Township roads and completes work within the guidelines of departmental policies, procedures and standards.
• Reports problems, recommends solutions and follows up as required.
• Operates graders, backhoes, trucks, snowplows, mowers, etc. and instructs staff in the safe operation and use of equipment and vehicles.
• Responds to emergency calls and weather events, ensuring that staff and equipment are assigned as required.

4. Fosters Public Relations / Citizen or client service
• Responds regularly to inquiries and complaints from ratepayers on Public Works services and projects, tracking and reporting to ensure follow up and required action.

5. Carries out administrative duties:
• Maintains accurate and appropriate records., purchases supplies and materials and maintains Public Works supply inventory

6. Fulfills management responsibilities as assigned during the absence of the Director of Public Works.

7. Perform other related duties as may be assigned.

Qualifications

Must be bilingual

 

Education and Certificates:

  • Minimum of High School Leaving diploma.
  • First Aid/CPR certificate, Propane Handling certification, WHMIS certificate, Temporary Traffic Control Training (Book 7) and Chain Saw Operation Training
  • Must have a valid DZ driver’s licence.
  • Must have a clean driving record.
    • Must provide a satisfactory Police Criminal Record Check (condition of employment).

 

Required Experience and Abilities

  • Strong verbal and written communications skills
  • Minimum of 2 years supervisory experience
  • Strong Leadership skills to convey broad objectives, delegate tasks and motivate crew members and subcontractors.
  • Decision-making skills to prepare short- and long-term plans, assign work and meet deadlines within defined objectives
  • Problem solving ability to resolve issues where precedent may not be available
  • Customer-service skills to liaise with citizens and suppliers creating a positive environment.
  • Knowledge of applicable legislation and industry guidelines including the Municipal Act, Highway Traffic Act, Provincial Minimum Maintenance Standards, Health and Safety Regulations
  • Experience in construction and road maintenance techniques.
  • Computer knowledge (Word, Excel, Email).

 

Asset Experience and Abilities

  • Recognized certification in road management (2 years)
  • Supervisory courses or an equivalent experience.
  • Road Crew or Construction experience in a municipal setting

Working Conditions

This position is full-time, with a regular schedule of (forty (40) hours per week with occasional requirements to work weekends
  • This position is always “on-call” during the winter season, and may be required to be ‘on-call’ during other seasons
  • Regularly exposed to conditions of discomfort caused by temperature extremes, inclement weather, dust, dirt, waste, and similar factors.
  • Sitting or driving for periods more than two hours, lifting weights not exceeding 22 kg.
  • Effort is required to manage multiple deadlines and prioritise conflicting objectives.
  • Must be able to work after hours when deemed necessary to meet deadlines and deal with crisis.
