Position Overview

The Senior Solution Architect will play a pivotal role in the Region's Application Portfolio Modernization (APM) Program, a strategic initiative aimed at reducing technology risk, improving security posture, and optimizing their multi‑platform application environment.

Working closely with IT Solutions leadership, Corporate Services stakeholders, and project teams across the organization, this role is responsible for shaping the future‑state application architecture, guiding modernization initiatives, and ensuring alignment with enterprise architecture principles and the Region’s Digital Strategy.

This is a highly technical, senior-level role requiring deep architectural expertise, strong analytical skills, and the ability to influence and lead across complex modernization programs.

Key Responsibilities

Application Portfolio Modernization & Strategy

• Develop and maintain metrics to assess application condition, technical health, and lifecycle status.
• Recommend upgrade, maintain, retire, or replace actions to reduce technical debt and ensure portfolio sustainability.
• Support creation of technology roadmaps and phased modernization plans.
• Conduct application assessments to inform short‑, medium‑, and long‑term planning.

Enterprise & Solution Architecture

• Produce solution design documents aligned with enterprise architecture, IT security policies, infrastructure standards, and AODA requirements.
• Maintain architecture artifacts, including as‑is, target, and multi‑year roadmaps.
• Oversee and ensure architectural integrity across integrations, application logic, user interfaces, data flows, and network considerations.
• Review third‑party technical documentation for compliance and alignment.

Technical Leadership & Oversight

• Provide architectural leadership through all phases of the APM/APS project lifecycles.
• Mentor developers and technical team members, providing guidance on best practices and standards.
• Collaborate with cross-functional stakeholders to confirm requirements, validate designs, and ensure architectural alignment.

Data & Information Architecture

• Develop logical data models, database mapping, and data accountability frameworks.
• Provide specialized technical expertise on data management for APS products.

Governance & Compliance

• Ensure adherence to corporate quality assurance processes, security policies, digital strategy, and IT governance frameworks such as ITIL, COBIT, SDLC, and PMBOK.

MUST HAVES:

Minimum 5+ years of advanced experience in:

• ITIL, COBIT, application development, information architecture, spatial database design.
• Architecting and delivering scalable, high‑performance enterprise systems.
• Application portfolio rationalization (preferred but not mandatory).
• OOP, UML, design patterns, SOA, model-driven architecture.
• Integration techniques and enterprise interoperability.
• Application development using Java, C#, .NET.
• Technologies such as Java, XML, JSON, JavaScript, HTML5, SOAP/REST, application servers, web servers.
• SQL, DB2, Oracle, or SQL Server.
• Writing complex specifications, architecture blueprints, and proposals.

Certifications (Mandatory)

• SDLC Foundation Certificate (or higher)
• PMBOK Foundation Certificate (or higher)
• COBIT Foundation Certificate (or higher)
• ITIL Foundation Certificate (or higher)
