Location: Hybrid (Downtown Toronto)

Highly specialized Oracle EPM Cloud contractor to support the implementation and optimization of its Workforce Planning (WFP) and headcount planning architecture. The successful candidate will bring deep, hands-on Oracle EPM Cloud expertise and a strong understanding of the pension fund and institutional investment management environment.

Role Deliverables

Oracle EPM Cloud - Workforce Planning Implementation

• Design, build, and configure Oracle EPM Cloud Workforce Planning (WFP) module for the client's headcount and compensation planning processes
• Develop and implement position-based planning architecture including FTE, headcount, and salary planning dimensions
• Author and maintain Groovy calculation rules for driver-based headcount models, compensation escalation logic, and variance calculations
• Configure EPBCS Planning forms, dashboards, and task flows aligned to budget and forecast cycles
• Implement and validate data integration between Oracle WFP and source systems (Workday HCM, Oracle ERP, and HR data feeds)
• Design and execute Smart View templates and Ad-hoc reporting for FP&A and HR business partners

Headcount & Compensation Planning Architecture

• Architect the complete headcount planning model including hiring plan, attrition modeling, vacancy management, and internal transfer logic
• Build incentive compensation and total rewards planning models (base salary, bonus, benefits, pension contributions) aligned to compensation framework
• Design merit and promotion modeling scenarios with sensitivity analysis capabilities
• Support integration of people planning data with OPEX G&A models for total cost consolidation
• Develop workforce scenario planning capabilities supporting multiple budget/forecast scenarios

Delivery, Testing & Change Management Support

• Lead functional design sessions and document detailed functional specifications and configuration workbooks
• Prepare and execute unit testing, SIT, and UAT test scripts; triage and resolve defects
• Provide technical documentation including admin guides, calculation rule registers, and user manuals
• Support change management and training activities including end-user training materials and facilitated sessions
• Participate in sprint planning, stand-ups, and delivery governance forums under the program PMO

Must Have Skills:

• Minimum 10+ years of hands-on Oracle EPM Cloud implementation experience
• Expert-level proficiency in Oracle Workforce Planning (WFP) module - required
• Deep experience with EPBCS / Planning module configuration, business rules, and calculation scripts
• Proficiency in Groovy scripting for complex calculation rule development
• Strong working knowledge of Oracle Data Management (FDMEE/DM) for data integration and loading
• Experience with Oracle Smart View and Financial Reporting Studio
• Proficiency in Excel/Smart View for model validation and UAT support
• Understanding of EPM data architecture, dimension hierarchies, and financial data flows
• Ability to produce high-quality functional specifications, configuration guides, and training documentation
• Bachelor's degree in Finance, Accounting, Computer Science, or a related discipline

Other Skills:

• Prior implementation experience at a Canadian pension fund
• Experience delivering Oracle EPM Cloud implementations within a Big 4 or Tier 1 SI
• Oracle EPM Cloud or Oracle Planning and Budgeting Cloud Service (PBCS) certification
• Exposure to SAP Concur for T&E integration with OPEX workforce cost models
• Experience with Agile/Scrum delivery frameworks for EPM implementations
• CPA, CFA, or MBA is considered a strong asset in this pension fund context
