Our Public Sector client is seeking a Senior Learning & Development Consultant to support the rollout of Oracle HCM Cloud (Payroll, Core HR, Benefits & Time Management). 25.083


Contract until Feb 27, 2026,Possibilities of Extensions. Remote


Must Have:

  • Minimum 10 years of experience in Learning & Development and/or Organizational Change Management in large-scale technology implementations.
  • Demonstrated experience supporting Oracle HCM Cloud system implementations
  • Knowledge of Oracle Fusion HCM system and processes
  • Experience applying OCM principles in the development and delivery of training and communications.
  • Strong understanding of adult learning principles, instructional design methods, and modern delivery techniques (e.g., blended learning, microlearning, virtual facilitation).
  • Excellent stakeholder engagement and interpersonal communication skills.
  • Proficiency with content development and learning tools (e.g., Articulate, Captivate, LMS platforms, MS Office).
  • Strong organizational skills and ability to manage multiple priorities in a fast-paced, project-driven environment.
  • Bachelor's degree in education, organizational development, human resources, instructional design, or related field.



Nice to Have:

  • Experience in implementing position management in a large organization (500+ employees)
  • Experience in a public sector or unionized environment
  • Certified PROSCI Change Practitioner (or equivalent OCM certification)
