Manager Building Trades

Reporting to the Assistant Director of Facilities, the Manager Building Trades is responsible for the overall administration, leadership, and coordination of a multi-trade workforce including Carpentry, Roofing, Glazing, Cabinetry, Locks, and Painting, delivering maintenance, repairs, renovations, and minor capital construction for district facilities. The position ensures that preventative maintenance programs are planned and executed, service requests and work orders are prioritized and completed efficiently, and that all operations comply with occupational health and safety requirements, applicable codes, and regulatory standards.

DUTIES AND RESPONSIBILITIES:

  • Leads and supervises Carpentry, Roofing, Glazing, Cabinetry, Locks, and Painting trades, including work planning, scheduling, and daily operations.
  • Provides leadership to foremen and trades staff to ensure alignment with departmental and project priorities.
  • Manages budgets, purchase orders, requisitions, and invoice approvals for materials, equipment, and contracted services.
  • Establishes and oversees preventative maintenance and inspection programs to ensure safe, reliable, and compliant facilities.
  • Ensures projects are delivered on time, within budget, and to required specifications and standards.
  • Maintains compliance with WorkSafeBC, WHMIS, Safety Authority, Fraser Health, and all applicable codes and regulations.
  • Coordinate and delivers safety orientations, implements safety programs, conducts training, and certification programs for trades staff, and leads incident investigations to maintain a strong safety culture.
  • Coordinates contractors and consultants, including oversight of quality, scheduling, and technical performance.
  • Oversees portable building installations and other assigned projects, and works closely with regulatory authorities and inspectors.
  • Participates in emergency response and on-call rotation for facility incidents.
  • Identifies and manages energy efficiency, sustainability, and system optimization initiatives.
  • Supports recruitment, performance management, coaching, and development of trades personnel.
  • Assists with emergency planning, system shutdowns, restorations, and continuity of operations.
  • Prepare reports and recommendations for senior management.
  • Performs other duties related to the position as required and assigned, consistent with the employee's knowledge, skills, and abilities.

QUALIFICATIONS AND EXPERIENCE:

• Grade 12 graduation along with related management courses and a Red Seal certification in a building trade, or a Diploma or Degree in Building Technology.

• 3 to 5 years leadership experience in a progressive unionized environment.

• Working knowledge of computers, and MS Word.

• Thorough understanding of Worksafe, WHMIS, Safety Authority and Fraser Health.

• Ability to complete labour and materials take-offs, work coordination, cost estimating, project planning and cost control.
