Position Title: Energy Manager

Department or Section: Maintenance Department / Exempt Management Position

Reports to: Associate Director - Major Capital Projects

Date: February 9, 2026

POSITION SUMMARY

Reporting to the Associate Director - Capital Projects, this position will work in all areas of both energy, environmental controls, and assist with capital projects related to energy and environment. The Energy Manager is responsible for performing services of an Energy Manager as described by the requirements and guidelines put forward by BC Hydro. The Energy Manager will work closely with all members of the District Facilities & Capital team - including Managers and Forepersons - District Operational Managers, Administrators and the District Leadership Team.

RESPONSIBILITIES

The Energy Manager is the lead on initiatives, point of contact of energy-related projects, including and not limited to the following:

BC HYDRO SPECIFIC:

  • Strategic Energy Management Plan (SEMP) - The Energy Manager shall develop the SEMP report using the template provided by BC Hydro. The Energy Manager shall also secure management commitment to the SEMP deliverables and resource requirements, and ensure the SEMP is implemented, maintained and improved throughout the duration of this Agreement.

  • Energy Management Assessment (EMA) - The Energy Manager will coordinate an Energy Management Assessment every two years to ensure that corporate and energy management objectives are aligned. The EMA will be led by a consultant and is fully funded by BC Hydro. The Energy Manager is responsible for reaching out to the consultant and Program Manager to set up the session. They will also send internal invites to ensure that required participants are in attendance.

  • Quarterly Reporting - At the end of each quarter, the Energy Manager will hold a meeting on progress updates relating to their projects, SEMP, and actions derived from the EMA. This is a guideline on what the meeting must include.

  • Training and Energy Manager Forum - The Energy Manager will attend BC Hydro hosted training webinars on various energy management topics. All Energy Managers that have been in the program for less than 3 years are required to attend all sessions. Energy Managers that have been in the program for more than 3 years are not required to attend the Fundamental Webinar sessions. The Energy Manager Forum is mandatory attendance.

CAPITAL AND FACILITIES MANAGEMENT SPECIFIC:

  • Manage and Administer Minor Capital Projects related to Energy and/or BC Hydro
  • Attend capital project meetings at school sites, capital offices, or virtually related to energy mandates, targets, and district objectives.
  • Maintaining, with assistance of Capital Team, accurate up-to-date accounting records and schedules for all energy-related projects.
  • Regularly attending department meetings and providing updates
  • Assisting with sign-off of materials that are to be disposed (i.e. Garbage, Chemicals)
  • Managing and administering Energy related projects from Pre-Construction to Post-Construction
  • Working at Capital Office minimum of twice a week.
  • Assist with Sustainable Energy Management Plan
  • Monitoring Solar Hot Water, DDC and Pulse Meters
  • This position will be an in-office role.

QUALIFICATIONS

Minimum Education:

The Energy Manager must have at least one of the following:

  • Master's designation in business, planning, sustainability or appropriate field
  • Registered Professional Engineer
  • Registered Engineering Technologist
  • BCIT Sustainable Energy Management Associate (BCEM)
  • UBC Masters in Clean Energy
  • Certified Journeyman Electrician
  • Certified Technician (HVAC, instrumentation, or other relevant discipline)
  • CEM Certified Energy Manager (CEM)

Required Skills & Experience:

Must have all the following

  • Capital project management/Project Management
  • Demonstrated interest and enthusiasm related to energy efficiency (work/volunteer experience)
  • Familiarity and knowledge of energy efficient technologies (implementation of project or attendance of a course)
  • Ability to develop compelling business cases and write comprehensive reports
  • Experience in financial analysis and preparing and managing budgets
  • Proficiency with computer software applications including Microsoft Word, Excel, and PowerPoint
  • Excellent verbal communication skills, interpersonal skills, and presentation skills for all levels in an organization.
  • Valid BC Driver's License, as driving to various sites throughout the District is required.
  • Ability to establish and maintain constructive relationships with a wide variety of stakeholders.
  • Proven judgement, problem-solving, and decision-making capabilities, including the ability to foresee and resolve project-related problems.
  • Able to manage projects independently related to Energy in funding categories such as:
  • Carbon Neutral Capital Program (CNCP)
  • Building Envelope Program (BEP)
  • School Enhancement Program (SEP)
