YOUR FUTURE ROLE
We are looking for a Senior Sovereign Intelligence Program Analyst to join our global team. This position is part of the new Global Soveriegn Intelligence Office within the Sovereign Services and Delivery Organization.
Your responsibilities include:
- Lead the design, implementation, and oversight of high-impact strategic programs focused on sovereignty and national security frameworks within highly regulated sectors.
- Drive cross-functional collaboration across project teams to ensure program alignment with local, regional, and international regulatory obligations.
- Develop and refine strategic governance frameworks, operating models, and reporting mechanisms to support executive decision-making.
- Conduct in-depth analysis of sovereignty requirements, geopolitical dynamics, and regulatory developments to inform organizational risk posture and strategic priorities.
- Serve as a key advisor to program sponsors and senior stakeholders, translating complex regulatory and security requirements into actionable program plans.
- Oversee stakeholder engagement activities to capture business, technical, and regulatory requirements, ensuring alignment across internal and external partners.
- Lead the development and delivery of executive-level reports, dashboards, and briefings that communicate program outcomes, risks, and strategic insights.
- Monitor and evaluate program performance using qualitative and quantitative metrics, identifying opportunities for improvement and innovation.
- Mentor junior analysts and contribute to the continuous improvement of PMO processes, tools, and standards.
- Represent the organization in high-level working groups, regulatory discussions, and strategic planning sessions focused on sovereignty and national compliance matters.
- Anticipate and mitigate risks related to sovereignty, security, and policy shifts, ensuring resilience and adaptability in program execution.
YOUR PROFILE
- Bachelor’s degree or equivalent in Business Administration, Political Science, International Relations, Security Studies or a related field.
- 10+ years of progressive experience in program analysis, strategic execution, or PMO leadership roles, preferably within national security, data sovereignty, or highly regulated sectors.
- Demonstrated leadership in designing and driving complex, cross-functional programs across multinational environments with high regulatory impact.
- Deep understanding of global and regional regulatory frameworks related to sovereignty, national security, cybersecurity, and public sector compliance.
- Proven ability to develop strategic frameworks, governance models, and reporting structures to guide executive decision-making.
- Track record of advising senior leadership on regulatory, geopolitical, and sovereignty-related risks and translating insights into program strategy.
- Experience representing organizations in senior-level stakeholder forums, regulatory engagements, or intergovernmental working groups.
- Strong program and portfolio management capabilities.
- Ability to influence across organizational boundaries and drive alignment among business, technical, legal, and policy stakeholders.
- Excellent communication, negotiation, and stakeholder engagement skills with a high degree of political and cultural sensitivity.
- Fluent in English; additional language skills are an asset.
- Security clearance or eligibility for clearance (where applicable) is desirable.

SAP provides the annualized compensation range inclusive of base salary and variable incentive target for the career level applicable to the posted role. The targeted combined range for this position is 112400 - 191100(CAD) CAD. The actual amount to be offered to the successful candidate will be within that range, dependent upon the key aspects of each case which may include education, skills, experience, scope of the role, location, etc. as determined through the selection process. Any SAP variable incentive includes a targeted dollar amount, and any actual payout amount is dependent on company and personal performance. Due to the nature of the role, which involves global interactions with SAP entities, as well as with employees and stakeholders in Canada, functional proficiency in English is required for positions based in the Quebec.
