Job Description:

Parsons is looking for an amazingly talented Field Project Manager to join our team!

In this role you will interact with representatives from our client and from the towing industry, helping to lead the management of an innovative towing program in the Greater Toronto Area.

The Ministry of Transportation Ontario (MTO) initiated the Tow Zone Pilot program in December 2021, contracting with 10 towing companies to provide heavy, medium and light towing services along major roadways in the GTA.

Parsons has been assisting MTO as Program Manager for the past 2 years and is now seeking a Field Project Manager with experience in the industry to join our locally-based team to support the program into 2024 and beyond.

Additionally, Parsons plans to develop and provide Tow Truck Driver training to the industry in Ontario and envisions the professional filling this role to help lead and deliver this training.

What You'll Be Doing:

  • Work with MTO, CRCTMC, AMC and OPP staff to ensure that established processes and procedures are in place and are operating consistently within existing program parameters
  • Oversight and review of selected crashes
  • Response times met
  • Clearance times met
  • Synopsis Reports and Invoice Audits
    • Ensure TZP specifications are met for each invoice by gathering feedback from Incident Command personnel (MTO, OPP, CRCTMC)
    • Review invoices/paperwork from TZP companies
  • Schedule and facilitate regular in-person review meetings:
    • Includes review of selected crashes and development of supporting documentation
  • Schedule annual inspections per program
  • Ongoing outreach for new participants
  • Performance Measures
  • Work with MTO staff to collect, analyze and compile TZP crash data to illustrate program performance and to highlight:
    • Individual TZP company performance
    • Areas in need of improvement or enhancement
    • Improvements in Safe, Quick Clearance goals
  • Oversight of assigned Recovery Zones throughout the GTA. Review response times and logistical challenges and confirm that the recovery zones meet MTO operational needs.
  • Training:
    • Schedule and facilitate training for new Program Stakeholders
    • Schedule and facilitate refresher training as requested or identified
  • Assist with the development of a Tow Truck Driver Training Standard entry-level course including:
    • Safe towing and extrication
    • Occupational health and safety
    • What to do on scene
    • Consumer rights
  • Ability to gain Instructor status as defined by MTO
    • Must hold a valid Ontario Class G driver’s licence or higher.
    • Minimum experience of four years, within the last five years, in the towing field as a professional tow truck driver, a towing instructor, CVOR holder, or some combination of these occupations (e.g., if applying in 2023, experience from 2022, 2021, 2019, and 2018 would qualify).
    • No more than 4 demerit points on their record at the time of application.
    • Satisfactory CRJMC from a local police service with jurisdiction over their current address dated no earlier than one year prior to the application

What Required Skills You'll Bring:

  • A minimum of 10 years’ experience as a first responder (law enforcement, fire/rescue, towing, hazmat, maintenance contractor, agency representative, etc.) in the Greater Toronto Area
  • Minimum experience of four years in the towing field as a professional tow truck driver, a towing instructor, CVOR holder, or some combination of these occupations
  • Training experience
  • Familiarity with Traffic Incident Management (TIM) principles
  • Understanding of the incident command structure (ICS)
  • Strong people and communication skills
  • Ability to present information and ideas either in classroom or small group settings
  • Hold a valid Ontario Class G driver’s licence or higher


What Desired Skills You'll Bring:

  • Hold a certificate of completion for a course in adult education or verifiable experience teaching using adult education methodologies.
  • Experience using a digital learning platform
