Description
Key Responsibilities
FCC Policy & Standards Architecture
- Own and evolve the global FCC policy and standards architecture, ensuring technical coherence across AML, sanctions, fraud, and anti‑bribery and corruption.
- Design and implement the Anti‑Bribery & Corruption (ABC) policy and global program, including minimum control standards, framework documentation, and design requirements.
- Ensure all FCC frameworks are scalable, risk‑based, and aligned with applicable regulatory expectations and industry standards.
Financial Crime Target Operating Model (TOM) - Framework Design
- Lead second‑line design and execution of core Financial Crime TOM framework components, focused on policy, risk assessment, customer risk rating, and risk appetite.
- Translate TOM principles into clear, enterprise design standards that can be consistently adopted by the first line.
- Partner with Technology, Modernization, and Transaction Monitoring leads to ensure framework design aligns with enabling systems, data models, and operational processes.
Enterprise Financial Crime Risk Assessment
- Design, maintain, and own the enterprise Financial Crime Risk Assessment methodology, ensuring comprehensive coverage of products, customers, delivery channels, geographies, and emerging risk vectors.
- Provide second‑line challenge and quality assurance over first‑line risk assessments to ensure consistency, methodological integrity, and defensibility.
- Ensure risk assessment outputs provide a strong technical foundation for policy standards, customer risk segmentation, and control design.
Customer Risk Rating (CRR) Framework Design
- Own the technical design and architecture of the Customer Risk Rating (CRR) framework, including risk factors, weightings, segmentation logic, and design standards.
- Oversee CRR model development and enhancement from a second‑line framework perspective in partnership with Data, Analytics, and Technology teams.
- Ensure CRR design supports downstream Financial Crime controls, including customer due diligence, monitoring, and escalation.
FCC Risk Appetite & Management Information
- Define and maintain the design of the FCC risk appetite framework, including metrics, thresholds, and alignment with Manulife’s enterprise risk appetite.
- Design FCC management information (MI) requirements that establish clear linkages between inherent risk, customer risk, and control coverage.
- Ensure MI design supports consistent oversight, comparability across businesses, and forward‑looking risk analysis.
Senior Technical Leadership & Collaboration
- Act as a senior technical advisor to FCC leadership on framework design, risk assessment, and customer risk methodologies.
- Partner closely with peer FCC leads and enterprise functions to ensure frameworks remain robust, future‑proof, and well‑integrated.
- Contribute technical expertise to broader Financial Crime initiatives without owning governance forums, training, or regulatory engagement.
Qualifications
Education
- Bachelor’s degree in Business, Risk Management, Law, Technology, Data Science, or a related field.
Experience
- 15+ years of experience in Financial Crime Compliance, AML, or enterprise risk roles, with demonstrated ownership of:
- Policy and standards frameworks
- Financial Crime risk assessment methodologies
- Customer risk rating frameworks or models
- Experience operating within large, complex, global financial services organizations.
Certifications
- CAMS, ICA, CPA, or equivalent professional certifications preferred.
Skills & Expertise
- Deep technical understanding of Financial Crime regulatory expectations (AML, sanctions, fraud, ABC).
- Proven ability to design and maintain enterprise‑grade FCC frameworks and standards.
- Strong analytical and conceptual thinking skills, with the ability to translate complexity into scalable design.
Credibility and confidence in senior technical and risk discussions.

Salary range is expected to be between
$129,800.00 CAD - $241,200.00 CADIf you are applying for this role outside of the primary location, please contact recruitment@manulife.com for the salary range for your location. The actual salary will vary depending on local market conditions, geography and relevant job-related factors such as knowledge, skills, qualifications, experience, and education/training.
