Job Function

Conduct studies and recommend solutions on security systems and services provided by the Department, and provide consultative support, guidance and information to Head Office employees on all such systems and services to ensure a safe and secure workplace environment. Lead and manage security projects and programs, perform security investigations and prepare recommendations for senior management approval for disaster recovery and emergency evacuation plans for all Head Office sites.

Job Description

  1. Conduct studies and recommend solutions on security systems provided by the Department, such as building security, electronic security monitoring systems, security computer software and hardware, assessment of security products, systems and fire security products, employee security systems, and multi-functional employee ID cards for building and parking access, car rental, and other various Hydro services. Prepare problem analysis, develop and define alternative solutions, including options to make or buy, replace or modify. Analyze and evaluate alternative solutions, estimate costs and formulate prototype solutions where necessary. Identify and estimate costs, quantify benefits and make effective recommendations on security systems and services that meet Federal, Provincial, Municipal legislative requirements, Corporate security policies, and client requirements.
  2. Provide consultative support, guidance and information to Head
    Office employees on all security systems and services provided by the
    Department to ensure a safe and secure workplace environment. Monitor
    the effectiveness and efficiency of the systems and services, and
    effect, guide or recommend corrective actions to ensure problems are
    resolved. Work with Corporate, Divisional or external groups, such as
    local law enforcement agencies and emergency response groups, to ensure
    security systems and services meet specific client requirements.
    Provide assistance to other parts of the organization to meet any
    special requirements they might have.
  3. Prepare documentation for retaining consultants, contractors, etc,
    and co-ordinate project work activities and plans within the Department
    and with other Divisional and Corporate Departments; assign work to
    consultants and contractors, and administer and monitor the cost and
    progress of the project to ensure it remains on schedule and within
    budget. Inspect the work or installations carried out to ensure work
    quality meets all specifications and complies with contracts. Conduct
    post-implementation reviews with clients and ensure their requirements
    are met. Be familiar with all site electronic devices and their
    operation and work effectively with other groups to keep these systems
    operational as intended. Take appropriate action in the event of system,
    equipment or procedural failures to ensure problems are corrected and
    systems and equipment are returned to service.
  4. Initiate inquiries and investigations resulting from complaints or
    information about theft, fraud, willful damage, vandalism, accidents,
    fire, etc. Conduct investigations of a serious or sensitive nature.
    Write and edit detailed security investigation and accident reports.
  5. Prepare recommendations for senior management approval for disaster
    recovery and emergency evacuation plans for all Head Office sites
    Test and monitor their effectiveness to ensure they meet Corporate
    requirements, and conform to established security standards.
  6. Provide appropriate training to security and other Department
    staff, and Head Office employees on security systems and services.
    Conduct demonstration sessions including identifying the training needs
    of operating staff. Prepare operating materials as required, conduct
    classroom sessions and provide individualized instruction where
    necessary, and act as a resource person for self-instruction.
  7. Respond to emergency alarm situations by directing and coordinating security staff, Ontario Hydro staff and members of the public
    to ensure their personal safety. Make changes to procedures during
    emergency situations as necessary.
  8. Be responsible for the work of assigned staff, by planning,
    organizing, assigning and checking their work, and giving advice,
    guidance and direction as necessary, in a working environment which is
    consistent with the philosophy and goals of continuous quality
    improvement. Refer all personnel issues to Supervisor for resolution.
  9. Participate in the development and maintenance of Departmental
    planning, work organization, scheduling processes, site security
    procedures, policies and programs.
  10. Act as a Special Constable and Peace Officer as required.
  11. Within the general context of the job responsibilities, make
    suggestions to Supervisor on how to improve the effectiveness of the
    unit and the services it provides.
  12. Perform other duties as required
