Reporting to the HR Directors and working closely with the Chief Human Resources Officer, the Lead, Functional HR and Process Optimization provides leadership in preparing the organization for future-state HR technologies and a new Human Resources Information System (HRIS), while ensuring sustainable, stable HR operations in the interim.
The Lead will advance Halton Healthcare’s HR modernization agenda through strengthened HR processes, embedding continuous stakeholder feedback across all work and partnering closely with Organizational Development to support effective change management. This includes leadership of HR workflows, practices, impacted policies, and cross-functional initiatives. This role collaborates across all areas of Human Resources such as Recruitment, HR Business Partners, Labour Relations, Compensation & Benefits, Organizational Development and Health, Safety and Wellness, to review and reimagine HR processes to ensure they are efficient, documented, user-friendly, consistent and aligned with future organizational needs.
The Lead provides expertise in process mapping, redesign, workflow integration, and documentation. The Lead is accountable for establishing and maintaining data quality standards, reducing process exceptions and anomalies, while supporting overall operational readiness. The role partners closely with internal stakeholders (e.g., HR functional leads, ICT, Finance, Payroll, Performance Analytics) to guide process improvements, implement new practices, and ensure consistency across the HR portfolio.
A major focus of the role is to document and assess current practices, identify improvement opportunities, enhance HR’s operational efficiency focusing on automation opportunities, and support readiness for modernization initiatives, including HRIS preparation. The Lead contributes specialized advice on process dependencies, workflow integration, change management needs, and project implementation requirements across departments. The Lead actively connects with peer hospitals and external networks, drawing on shared learnings and best practices in interim HRIS stabilization, process standardization, and HRIS implementation to support informed decision-making and strengthen project outcomes. The Lead will:
- Consult with HR colleagues and other stakeholders to understand process requirements, dependencies, and improvement needs, in order to identify process gaps, redundancies, inefficiencies, and risks.
- Review and standardized workflow to ensure appropriate documentation (SOP’s, guidelines, process maps) and consistent application, to align with policy and legislative expectations.
- Translate future HRIS needs into clear integration requirements with external partners (e.g., HOOPP, Sun Life), ensuring data exchanges are accurate and efficient, while collaborating with ICT on technical aspects
- Leverages knowledge of current HRIS platforms used across the healthcare sector to align HR processes and practices, enabling efficient system implementation, effective data migration, while leveraging a clear change narrative to support strong adoption across HR, internal stakeholders, and system end users
- Coordinate cross-functional working groups related to HR process improvement and modernization, leading HR improvement initiatives from initial planning through implementation and evaluation
- Create tools, templates, resources, and reference materials to support HR staff
- Lead efforts to refine, organize, and standardize HR data to improve quality and usability
- Undergraduate Degree in Human Resources, Business Administration, or related field (Required)
- CHRP/CHRL designation (Preferred)
- Experience with system optimization, HR implementation and/or HRIS functional leadership
- PMP, Lean Six Sigma, or Change Management certification an asset
- Advanced skills in process mapping, workflow redesign, and documentation
- Strong analytical, problem-solving, and critical-thinking capabilities
- Knowledge of HR operations, employment legislation, and collective agreements
- Experience supporting HR process improvements and/or HRIS readiness
- Strong stakeholder engagement, facilitation, and communication skills
- Ability to manage multiple projects concurrently
Hours: Monday to Friday, days, subject to change based on operational requirements
Salary: Min: $54.219 ($105,727) to Max: $67.800 ($132,210)
