The salary range for this position is CAD $54.16 - $77.86 / hour
Job Summary

As a Manager, Trades & Maintenance Supervisors, you will provide leadership of the planning, delivery, organization, coordination and evaluation of all aspects of Maintenance and Trade areas at Facility and Plant Service sites across Fraser Health. Bring your leadership skills as you manage operations, maintenance and repair of all facility infrastructure at sites including construction, renovation and/or maintenance projects.

 

Additionally in this role, you will build on your education and career experience as you:

  • Develop and implement department goals, objectives and operational requirements consistent with Fraser Health's strategic and operational objectives.
  • Review current operations and develop appropriate systems and process to ensure effective and efficient facilities operations for the assigned site(s).
  • Manage operations, maintenance, and repair of the assigned site (s) electrical distribution network, lighting, BMS, plumbing and sewage systems, interior finishings, and all other related facilities infrastructure under the responsibility of the maintenance department.
  • Develop and implement the annual operating and capital budget for the assigned site (s).
  • Responsible for monitoring expenditures, variance analysis and reporting; takes corrective actions as required.
  • Manage the recruitment, mentoring and professional development of assigned staff and contract employees.
  • Supervise designated staff, determine staff schedules, provide work direction and assignment of duties to meet operational requirements
  • Conduct employee performance reviews, coaching sessions and facilitation of goal setting with the employee; identifies training/educational requirements as needed.
  • Investigate work and/or staff performance issues and initiate disciplinary action up to and including termination.
  • Oversee the development and continuous improvement of maintenance and safety programs

We would like you to have:

  • Bachelors Degree in engineering or related /technical area
  • Five (5) to seven (7) years' recent, related progressive supervisory and management experience in a large, complex unionized environment
  • Registration with the appropriate professional association.
  • Candidates with a minimum of eight (8) years experience and qualification (diploma or certificate) in a skilled trades area, preferably a Master electrician with an FSR-B qulification, recognized by the Province of BC, and supplemented with a minimum of seven (7) years supervisory and management experience are urged to apply for consideration.
  • An equivalent combination of education, training and experience is acceptable

Detailed Overview

The Manager is accountable for providing leadership of the planning, delivery, organization, coordination and evaluation of all aspects of Maintenance and Trade areas at Facility and Plant Service sites across Fraser Health.

 

Manages operations, maintenance and repair of all facility infrastructure at sites including construction, renovation and/or maintenance projects. Liaises with stakeholders and coordinates the activities of staff, consultants, and contractors to ensure project requirements are met and facilities impacts are minimized.

 

Responsible for the development and oversight of continuous improvement of policies, procedures, and programs in accordance with applicable codes, regulations, and standards; ensures compliance by employees and external service providers; collaborates with and provides technical and logistical support to the Planning and Capital Projects teams. Responsible for the development and management of budget; for all aspects of Human Resource management of staff including recruitment, training and development, employee and labour relations and performance management. Provides support in specific areas such as infrastructure, technical standards, systems commissioning, contract management, and safety or integrity management, as assigned


Responsibilities


  1. Develops and implements department goals, objectives and operational requirements consistent with Fraser Health's strategic and operational objectives; reviews current operations and develops appropriate systems and processes to ensure effective and efficient facilities operations for the assigned site(s).
  2. Manages operations, maintenance, and repair of the assigned site (s) electrical distribution network, lighting, BMS, plumbing and sewage systems, interior finishings, and all other related facilities infrastructure under the responsibility of the maintenance department.
  3. Develops and implements the annual operating and capital budget for the assigned site (s); responsible for monitoring expenditures, variance analysis and reporting; takes corrective actions as required.
  4. Manages the recruitment, mentoring and professional development of assigned staff and contract employees; supervises designated staff, determines staff schedules, provides work direction and assignment of duties to meet operational requirements;. Conducts employee performance reviews, coaching sessions and facilitation of goal setting with the employee; identifies training/educational requirements as needed.
  5. Investigates work and/or staff performance issues and initiates disciplinary action up to and including termination. Participates in grievance process and other labour relation matters up to and including Step 3 grievances as an Employer representative; participates in labour/management meetings and in the essential service designation processes for the assigned sites.
  6. Oversees the development and continuous improvement of maintenance programs; applies planning/scheduling techniques and risk-mitigation strategies to ensure effective delivery of preventive, predictive and responsive maintenance; ensures appropriate use of the computerized maintenance management system.
  7. Procures and manages the work of external service providers, directly or through subordinate supervisors;. Determines terms of reference, negotiates and monitors contractual agreements for specialized maintenance, grounds and renovation work, as required.
  8. Manages assigned construction, renovation and/or maintenance projects; liaises with stakeholders and coordinates the activities of staff, consultants, and contractors to ensure project requirements are met and facilities impacts are minimized.
  9. Oversees the development and continuous improvement of policies, procedures, and programs in accordance with applicable codes, regulations, and standards; ensures compliance by employees and external service providers; collaborates with, and provides technical and logistical support to the Planning and Capital Projects teams.
  10. Develops and maintains key internal/external stakeholder relations and participates on committees as required; develops and prioritizes capital infrastructure renewal plans in consultation with the Senior Manager; participates as a member as a subject matter expert within area of expertise.
  11. Participates in the development and activation of business continuity plans in cooperation with clinical leadership and Emergency Management.
  12. Ensures that facilities are maintained consistent with best practices regarding energy conservation, carbon footprint reduction, LEED certification and other relevant environmental standards.
  13. Provides support in specific areas such as infrastructure, technical standards, systems commissioning, contract management, and safety or integrity management, as assigned by the Senior Manager.

Qualifications

Bachelors Degree in engineering or related /technical area supplemented with five (5) to seven (7) years' recent, related progressive supervisory and management experience in a large, complex unionized environment or an equivalent combination of education, training and experience.

  • Proven ability to develop and maintain rapport with staff and other stakeholders.
  • Ability to supervise and provide direction to staff, consultant and other contractors.
  • Ability to operate related equipment including related software including use of spreadsheets and word processing applications.
  • Physical ability to perform the duties of the position.
