SUMMARY OF THE POSITION
The person who coordinates, manages and supervises the analysis, implementation, evolution, support and operational support of projects concerning complex, multi-site information systems that affect several sectors of the organization.

He/she acts as an expert in his/her field of specialization. He/she coordinates the work of a team of IT analysts and technicians.

SPECIFIC FUNCTIONS
Reporting to the Assistant Director, Data Analytics and Services, the incumbent is responsible for the activities required to transform and organize data into strategic information and knowledge for decision-making.

More specifically, he/she has expertise in database querying, business intelligence and data warehousing, enabling data to be exploited and leveraged to achieve expected performance targets. He/she analyzes business needs, designs appropriate systems, and ensures their development and implementation. He/she coordinates, manages and supervises the implementation of business intelligence concepts within the organization, i.e. extraction, transformation and loading processes, data warehousing, data counters, normalization, presentation, visualization, data mining, dashboards, etc.
He/she is innovative, creative and strives for excellence by developing and maintaining a measurement culture.

  • Design, develop and maintain processes for extracting, loading and transferring data from various source systems to the various architectures / technological infrastructures dedicated to data exploitation and valorisation;
  • Implement and maintain data normalization according to the various business domains, and load them into the architecture / information infrastructure dedicated to data exploitation and enhancement;
  • Design, develop and maintain the various datasets underlying the creation of dashboards, reports, self-service environments, etc;
  • Design and maintain a dictionary of the data available in the architecture/infrastructure dedicated to data exploitation and enhancement;
  • Ensure documentation at all levels of the various data extraction, transformation, loading, normalization, presentation and visualization processes;
  • Collaborate closely with the IT department on aspects concerning the architecture/infrastructure dedicated to data exploitation and enhancement, access, security, etc;
  • Design, develop and maintain a mechanism or process to support the information products developed;
  • Identify and recommend opportunities for improving systems, methods, etc;
  • Uncover and resolve data quality or data integration problems;
  • Participate in the resolution of incidents and problems encountered;
  • Design and apply standards and procedures related to the implementation of the architecture/infrastructure dedicated to data exploitation and enhancement;
  • Promote compliance with business intelligence norms and standards established by the Board;
  • Develop database programs in Transact SQL;
  • Contribute to the estimation of operational and project efforts;
  • Ensure knowledge transfer to colleagues and partners involved in information projects;
  • Maintain a technology watch in his/her field;
  • Establish and maintain effective and harmonious communications, based on a customer-oriented approach;
  • Perform any other related duties and tasks as requested by his/her immediate superior.

Education: * Must hold a bachelor's degree in computer science or other appropriate academic discipline as well as a specialization certification issued by a competent and recognized authority in the field of information technology;
Or* Must hold a bachelor's degree in computer science or another appropriate academic discipline + 2 years of experience as a computer analyst;
Or* Must hold the job title of IT Analyst + 2 years of IT Analyst experience.

Experience:

  • Minimum two years' experience in developing business intelligence (BI) solutions;
  • At least five years' experience in Transact SQL.

Knowledge and Abilities:

  • Mastery of business intelligence concepts: data warehousing, data marts, ETL, reporting, etc;
  • Knowledge of Oracle and Microsoft SQL Server databases;
  • Knowledge of normalization concepts, relational modeling, dimensional modeling and information systems architecture;
  • Proficiency in Microsoft BI suite: SSIS, SSAS, SSRS, PowerBI;
  • Strong ability to analyze and understand source data;
  • Experience in .net programming (an asset);
  • Experience in the use of Big Data technologies;
  • Knowledge of data architecture design, data modeling and data integration;
  • Knowledge of data management tools;
  • Knowledge of data security best practices.

LANGUAGE* Fluent in English;* Fluency in Cree or French is an asset.
