Reporting to the Director of the CMC, the incumbent oversees diverse support services to ensure the seamless and efficient operation of the Wemindji Community Miyupimaatisiiun Centre (CMC) and its related sites.
This role is pivotal in managing administrative, logistical, facility, and client transportation services while upholding quality, safety, and responsiveness to community needs. Additionally, the incumbent supports the planning, organization, and coordination of service delivery. Working closely with the CMC Director and first-line Coordinators, the incumbent facilitates healthcare and social services by coordinating the administrative and material resources of the CMC. Acting as a key liaison, they ensure cohesion among all management levels involved in CMC administrative services.
This position is being posted as part of the ongoing transition toward the NISK model of care. While the model will be implemented gradually, this role will support the preparation and alignment of services as the transition unfolds.

SPECIFIC FUNCTIONS
1. Ensures the responsibilities for programming of services delivered in the Community Miyupimaatisiiun Centre according to the CBHSSJBs clientele approach and Cree culture. This includes:
a) Administration & Human Resources
• Directly supervises Administrative Officers and Administrative Technician teams at the CMC, MSDC, and other designated facilities to ensure consistent, high-quality operations and customer service.
• Manages the development and implementation of administrative on-call schedules for staff, ensuring adequate coverage and compliance with staffing policies.
• Assists in the development and delivery of orientation and training programs in coordination with Human Resources Development to ensure effective onboarding and staff development.
• Oversees and addresses disciplinary matters in alignment with established policies and procedures, ensuring a fair constructive, safe approach in maintaining a healthy productive work environment.
b) Facility & Infrastructure Management
• Oversees facility operations, including maintenance, housekeeping, and security, ensuring effective surveillance and communication systems for a safe and efficient environment.
• Provides leadership and oversight for a team of Building System Technicians, Maintenance Workers, and General Aides, ensuring seamless coordination and optimal performance. Manages proactive maintenance, repairs, and equipment replacements to uphold the reliability, efficiency, and safety of critical systems.
c) Transportation Services
• Oversees transportation logistics by scheduling drivers, coordinating emergency service requests, and maintaining vehicle usage records to optimize efficiency and accountability.

d) Housing & Client Support
• Coordinates housing-related services, including repairs and housekeeping, to maintain safe and functional living environments by ensuring the availability of infection prevention and control (IPC) supplies and measures for the crash room operations.

e) Procurement & Inventory
• Oversees purchasing processes, including accounts payable, procurement, and receiving, while managing inventory of office and medical supplies, equipment, and furniture/appliance replacements, and maintaining contracts with suppliers and service providers for essential resources such as snow removal, renovations, equipment maintenance and Biomedical waste management.

f) Finance & Budgeting
• Oversees budget management in collaboration with the Director, ensuring fiscal responsibility while supporting financial reporting and planning for informed decision-making and resource allocation.

g) Archives & Records Management
• Oversees documentation and archiving systems, ensuring accuracy, compliance, and proper management within MYLE and registration platforms.

2. Supports the planning, coordination, and development of service programming, contributing to its incorporation into organizational policies, procedures, protocols, and operational tools.
3. Collaborates in the planning, organization, coordination, and support of the development and integration of administrative best practice standards into operational service planning, ensuring their incorporation into protocols, and operational tools.
4. Provides advice, coordination, and support to other CMC Coordinators on specific aspects of operational management, as requested or directed.
5. Supports and reports to the Director on services, material and administrative matters. Ensures the functioning of the CMC for any assistance that is required from the Community and partners or stakeholders.
6. Collaborates in the identification and planning of coordination and continuity mechanisms for the 24 hours per day services, and; response to any clinical or other emergency, as required.
7. Ensure required licensing is regularly renewed for facility permits, adapted vehicle registration and other specified equipment.
8. Ensures that programs and services uphold respect and individual autonomy, addressing clients' bio-psycho-social needs while honoring their cultural and spiritual values. Maintains alignment with a collaborative and integrated primary care services and programs rooted in Cree cultural principles.
9. Ensures compliance with health and safety regulations by implementing and monitoring workplace safety policies, procedures, and best practices. Identifies hazards, conducts risk assessments, and promotes a culture of safety through education and training. Supports incident prevention, emergency preparedness, and continuous improvement to maintain a secure and healthy environment for all employees and stakeholders.
10. Supports community initiatives that enhance safety and foster a thriving environment with a forward-thinking approach and a commitment to positive impact, they ensure ongoing collaboration and strong partnerships, this includes working closely with all community and regional stakeholders.

REQUIREMENTS
Education & Experience
• Bachelor’s Degree in Administration;
• One (1) year experience in service management or supervision in a multidisciplinary team setting.
Or
• Diploma of College Studies (DEC) in Administration; or a candidate of the Cree Succession Leadership Framework Program - Management Talent Program or First Nations Health Manager Association program;
• Three (3) years experiences in service management or supervision in a multidisciplinary team setting.

Knowledge and abilities
• Ability to apply Eeyou (Cree) culture, values, traditions and teachings into programs and services. Good knowledge of the Quebec public administration management laws and regulations; knowledge of those for a Regional Board, CIUSSS/CISSS, Youth Protection, Hospital and Re-adaptation programs is an asset;
• Good knowledge of the MSSS laws, regulations, Network, orientations and programs for the management of resources in the MSSS health and social services environment is an asset;
• Good knowledge of current issues and trends in management, and operational delivery planning, organization, coordination, supervision and quality assurance; sound knowledge of facility operations, procurement, and transportation logistics;
• General knowledge of the entire range of administrative sub-functions, and especially financial management information systems and collective agreements; proficiency in budgeting, scheduling and inventory systems;
• Understanding and appreciation of human resources functions and issues;
• Strong leadership and organizational skills including human and information resources management;
• Knowledge of the issues and context that relate to First Nation health and social services programming;
• Knowledge of Cree culture, communities and language is an asset;
• Good critical thinking, synthesis, decision-making, planning and organizational skills;
• Results-oriented, autonomous, flexible, and ability to multi-task;
• Excellent interpersonal communication and respectful leadership and teamwork skills;
• Excellent communication skills, both listening, written and presentation;
• Ability to effectively collaborate with all colleagues, as a team member;
• Good working ability with administrative computer applications and management information systems, especially Office and CBHSSJB applications.

LANGUAGE
• Fluent in Cree and in English;
• Fluency in French is an asset.

OTHER
