Job Summary

The Business Analyst provides strategic leadership across multiple Enforcement Division portfolios, with a primary focus on training and professional development. The role leads the development, monitoring and evaluation of a robust, future-focused training program, aligned with organizational priorities.

The Business Analyst is accountable for establishing and advancing standardized frameworks, governance, and performance measures that support operational effectiveness, legislative compliance, risk mitigation, and workforce readiness across all enforcement service areas.

Duties and Responsibilities

Reporting to the Manager, Program Development, Training and Analytics, the successful candidate will operate as the divisional subject matter lead for translating operational, legislative, and strategic requirements into defensible programs, processes, and recommendations. While the primary focus of the role is training and professional development, the position is designed to flexibly support additional divisional portfolios as required, including those related to operational programs, assets, fleet or other cross-cutting initiatives that benefit from structured analysis, governance, and continuous improvement.

The Business Analyst will lead planning, design, governance, analysis, and continuous improvement activities across the Enforcement Division by:

  • Leading the planning, development and ongoing evolution of the Enforcement Division’s training and professional development program to ensure it is comprehensive, standardized, defensible and aligned with best practices and organizational priorities.
  • Establishing and maintaining frameworks, standards and processes to support onboarding, mandatory training, role-specific competencies, leadership development, and continuous learning.
  • Analyzing operational and legislative requirements and risks to identify training needs, gaps, opportunities, and priorities across Enforcement service areas.
  • Providing subject matter leadership, expert advice and analytical support to managers, supervisors, and senior leadership on training strategy, sequencing, resourcing and risk mitigation.
  • Designing and overseeing the development of training curricula, learning pathways, standards, and supporting materials that translate legislation, policy, and operational requirements into consistent enforcement practice.
  • Supporting enforcement defensibility by ensuring training aligns with investigative standards, evidence handling and court-related requirements and practices.
  • Leading divisional onboarding and training governance activities, including oversight processes and quality assurance mechanisms to ensure consistency, accountability, and effective implementation.
  • Anticipating and responding to training impacts arising from legislative changes, new programs, technology implementation, organizational growth and evolving enforcement risks.
  • Collaborating with internal subject matter experts and corporate partners (e.g., Corporate Learning and Development, Legal Services, Finance) and external partners to support integrated, sustainable solutions.
  • Developing briefing materials, reports, and recommendations relating to program performance, compliance, risks and improvement opportunities for management and senior leadership.
  • Developing performance measures, reporting tools, and evaluation approaches to assess program effectiveness and inform decision-making.
  • Maintaining oversight of documentation, records, including certification requirements to support audits, risk management and business and regulatory requirements.
  • Applying business analysis and project management principles to support additional divisional portfolios or initiatives, as assigned.
  • Performing other related duties, as assigned.
Skills and Qualifications

  • Graduation from a recognized post-secondary program with 3 to 5 years of experience in a public sector organization that delivers public safety programs, including experience supporting workforce development, training programs, or learning initiatives and exposure to program or operational support.
  • Understands business transformation, business planning, legislative/regulatory/bylaw development, and the translation of legislative and operational requirements into structured programs, frameworks, and supporting processes.
  • Demonstrated success on developing and implementing business process improvement projects, including initiatives related to training effectiveness, standardization, or performance improvement or other program enhancement efforts.
  • Thinks strategically about business issues with tangible solutions for consideration by executives and City Council, including evidence-based recommendations related to program priorities, risks, outcomes and alignment with organizational objectives.
  • Excellent research, analytical and problem-solving skills supported by strong facilitation capabilities, with the ability to assess needs, evaluate program effectiveness, and support continuous improvement across assigned portfolios.
  • Experience and understanding of municipal by-law enforcement operational practices and procedures an asset, including familiarity with enforcement training, onboarding, and competency requirements and the operational context in which programs and resources are applied.
  • Experience in using, developing, enhancing records management systems and reporting, including tracking training records, certifications, compliance documentation, performance metrics and other portfolio-related information.
  • Excellent computer skills and experience with Visio, PowerPoint and MS Office, with demonstrated application in the development of analytical reports, process documentation, frameworks and presentation materials.
  • Strong relationship management capabilities with proven ability to influence others and gain consensus across operational, corporate and program stakeholders.
  • Demonstrated ability to initiate and execute projects utilizing sound project management principles, practices, and theories, including training initiatives and other assigned program or portfolio improvements.
  • Requires a high degree of independent work, as well as close teamwork.
  • Strong report writing skills, including the preparation of briefing materials, recommendations, and performance or evaluation reports.
  • A strong desire to question the status quo, identify opportunities for improvement and implement change, in support of modern, defensible, and effective program delivery.
