Job Summary

Reporting to the Manager, IT Business Partnerships the successful candidate will provide Business Analysis support for projects, business planning and operational support.

The candidate will be responsible for eliciting and documenting business and technical requirements, process and data flow maps, development of business cases, development of testing plans, producing technical documentation, user guides, and training materials, and supporting transitioning project to operations in accordance with recognized best practices (BABOK, PMBOK, etc.).

Duties and Responsibilities

  • Engage with the business units to identify business needs which support the businesses short and long-term strategies and drive incremental business value.
  • Facilitate workshops to gather business requirements and document existing business processes.
  • Research and evaluate various IT solution options, analyze fit and function, provide recommendations, conduct benchmarking, prepare financial estimates for budgeting purposes and provide support to the business in the development of opportunity proposals and business cases.
  • Develop detailed functional and non-functional requirements documents, technical specifications and business process documentation, communicate and gain acceptance from key stakeholders on business requirements documents and business process changes.
  • Perform gap analysis for the development of new business processes and workflows that support client requirements.
  • Support the development of project and procurement documentation including RFx documents, statement of work, project charters, project plans, vendor evaluations criteria and other related documents.
  • Support the project core team, business sections, IT and vendors with the implementation of new systems and solutions, support integration activities with other city systems (i.e. SAP) and prepare data for conversion and/or migration from current system to new systems.
  • Determine quality assurance criteria, test plans, and test cases in line with business requirements, support various testing cycles including unit and user acceptance testing.
  • Work with the project core team to develop and implement training plans, prepare training materials, develop end-user operations and IT systems documentation.
  • Work with the business to track and ensure there are no defects upon implementation.
  • Participate in lessons learnt and continuous improvements.
  • Provide technical and business expertise for IT work request by investigating and resolving issues, recommend revisions to business processes, analyzing data and providing reports and recommendation.
  • Build trusted relationship with business units.
  • Demonstrate in-depth knowledge of the business and the current IT environment.
  • Perform other duties as assigned.
Skills and Qualifications

  • Post-secondary school graduate in Business Administration, IT, Commerce or related discipline and a minimum of 3 years business analysis experience or an equivalent combination of education and experience.
  • At least 3 years of experience in an Information Technology environment, with demonstrated experience in requirements facilitation, business processes development, technical/functional specifications, report development, development of test plans and test cases, and business case development in accordance with recognized best practices (BABOK) is required.
  • Demonstrated experience in project management and team leadership.
  • Exceptional business analysis, verbal and written communication and interpersonal skills with an emphasis on customer service and ability to work with a diverse group of stakeholders and senior level management.
  • Demonstrated organizational, technical, facilitation, research, analytical, problem solving, decision-making, and stakeholder management skills are necessary.
  • Excellent computer skills with experience with M365.
  • Ability to self-manage in a timely and organized fashion and successfully engage in multiple initiatives simultaneously.
  • Demonstrated experience on business process improvement, documentation and analysis of business processes, evaluating benefits for proposed changes and developing final deliverables.
  • Demonstrated experience with data preparation, conversion and migration using various tools e.g. SQL Management Studio and Excel.
  • Demonstrated ability to evaluate, recommend and/or standardize processes related to data collection, analysis, measurement, requirements gathering and IT reporting.
  • Proficient with designing, developing and testing reports using various technology.
  • Ability to analyze and troubleshoot backend and front-end applications.
  • CBAP, CAPM, CCBA, PMP or other business analysis/project management designation is preferred.

Hourly Rate/Salary: $ 49.16 - $65.54 / $ 89,464.00 - $ 119,286.00
