  • Coordinates and monitors the review and sign-off of attestations and reporting.
  • Maintains tools and templates for operational risk programs (e.g., Risk Control Self Assessment (RCSA), Sarbanes-Oxley (SOX) or regulatory compliance), as required.

The Operational Risk Manager will serve as a key member of the 2nd Line of Defense providing oversight, monitoring and reporting on operational risks for the firm’s Capital Markets businesses, with specific responsibility for overseeing operational risk for Electronic Trading (eTrading) activities. This oversight accountability includes the governance framework & practices leveraged across BMO to manage operational risks. Provides policies & standards, methodologies and controls that increase transparency, accuracy and consistency across groups. Works with stakeholders to implement the methodology, metrics and program standards for the assigned portfolio to ensure compliance as well as effective monitoring, timely reporting and identification of action plans.

In addition, other Global Markets products, this role provides independent risk oversight across algorithmic trading, electronic market-making, low-latency trading, connectivity, and related technology and control frameworks. The ideal candidate combines deep capital markets product knowledge with a strong understanding of electronic execution platforms, trading controls, and the regulatory environment.

Key Accountabilities:

1. Independent Risk Oversight & Challenge - This role will be accountable for the development, oversight, and maintenance of the E-Trading Operational Risk Enterprise Standard, ensuring alignment with regulatory expectations and industry best practices. in addition to the insuring adherence to the operational management framework that includes the governance framework & practices leveraged across BMO to manage operational risks. And will provide effective 2LOD oversight of front-office electronic trading activities across Equities, Fixed Income, FX, and/or Commodities. In addition to challenging first-line risk assessments, control effectiveness, and governance processes related to:

  • Algorithmic trading design and deployment
  • Pre-trade and post-trade controls
  • Kill-switches, throttles, drop-copy feeds
  • Market access controls (SEC Rule 15c3‑5, MiFID II article 17, etc.)

2. Risk Identification, Assessment & Monitoring - Lead thematic risk assessments covering electronic execution, latency-sensitive strategies, venue connectivity, model-driven trading, and infrastructure resilience. Conduct 2LOD review of new electronic trading products, venues, platforms, and algorithms. And evaluate risks associated with:

  • Algo parameter governance
  • Market data integrity and latency
  • Smart order routing behavior
  • High-volume messaging
  • Third-party vendor systems and APIs

Develop and enhance 2LOD monitoring tools and dashboards for electronic trading activity, analyzing key risk indicators (KRIs) related to: Messaging rates; Reject rates; Latency metrics; Algo performance anomalies; Control trigger activity; and adherence to limits, escalation thresholds, and automated control performance.

3. Controls, Issue Management & Regulatory Interaction - Evaluate and challenge first-line Process, Risks and Controls (PRC), Controls Monitoring and Testing, and oversee remediation of electronic-trading-related issues, ensuring timely and sustainable resolution. Provide support for any regulatory inquiries related to algorithmic trading systems, system stability, and control effectiveness.

Required Qualifications

  • 10+ years of experience in operational risk, electronic trading, trading technology, or a related control function within a financial institution.
  • Strong understanding of:
    • Algorithmic trading workflows
    • Market structure and microstructure
    • FIX protocols and order lifecycle
    • Low-latency trading infrastructure
  • Familiarity with relevant regulatory requirements (e.g., SEC 15c3-5, MiFID II, Reg SCI, CFTC requirements).
  • Ability to analyze technical documentation such as trading system architectures, control maps, and algo specifications.
  • Excellent communication skills and ability to challenge senior front-office stakeholders.

Preferred Qualifications

  • Experience in a 2LOD or 3LOD risk or audit function.
  • Exposure to:
    • Equities, FICC, or multi-asset electronic trading
    • Market access gateways
    • Smart order routers and execution algorithms
  • Understanding of cloud-based trading environments and cyber/technology risk considerations.
