About the Role
As part of an audit team, the Senior Performance Auditor assesses the performance of government organizations. This includes examining their efficiency, effectiveness, and economy based on compliance with relevant legislation and policy, good practices and other criteria. They also assist in developing recommendations based on audit findings and drafting components of the final audit reports for submission to the Legislative Assembly.
Reporting to a Performance Audit Manager, the Senior Performance Auditor executes procedures on audits of government organizations, exercising professional judgement and contributing to all phases of the audit under the direction of the audit manager.
The Senior Performance Auditor works with considerable independence and, where appropriate, reviews the work of less-experienced audit staff. They also provide coaching to ensure tasks are completed on time and meet office standards.

Accountabilities

  • Contributes to audit topic selection by researching and analyzing information, and by recommending potential audit topics to the manager based on significance and auditability.
  • Supports the development of the audit plan by identifying sources of criteria, conducting risk and control assessments, and drafting suitable audit objectives, criteria, and clear procedures.
  • Leads interviews and meetings with government staff to gather information, document systems and processes, and discuss issues arising as part of the audit.
  • Independently carries out complex audit procedures to ensure sufficient and appropriate evidence is collected and that results are clearly and logically documented in accordance with office standards.
  • Assists the manager in drafting the audit report, including background, findings, conclusions, and recommendations.
  • Coaches and reviews the work of performance auditors assigned to the audit.
  • Assists the manager in preparing for and presenting findings to senior government officials.
  • Assists the manager in preparing and managing detailed project plans and budgets including allocating staff and estimating completion time.
  • Completes assigned tasks on time, proactively communicating status and potential delays to the manager.
  • Coordinates fieldwork and other activities to ensure audits are completed on time and within budget.
  • Responds appropriately to reviewer feedback on audit work to ensure the work meets office standards.
  • Seeks out and participates in learning and development opportunities to build an understanding of audit standards, techniques, and office methodologies.
  • Contributes to portfolio and corporate initiatives.

Job Requirements
Education and Experience:

  • Bachelor’s degree in a field related to the mandate of the office
    o Fields related to the mandate of the office include business, accounting, law, economics, public administration, political science, environmental science, engineering, health, social services, or transportation.
  • A minimum of two years related experience
    o Must include one year of experience conducting performance audits or internal audits of public sector entities.
    o Additional experience can include work on program evaluations, policy, legal or legislative analysis and/or applied research.

Preferences

  • A master’s degree or equivalent credential (e.g., CPA designation, CIA Certification, law degree) in a field related to the mandate of the office.
  • Performance audit experience in a legislative audit office.

    o Proven ability to complete assignments on time and within budget while meeting expectations for quality.
    o Provides effective feedback to coach, develop, and motivate less-experienced audit staff.

  • Audit Methods and Standards
    o Applies different information-gathering and analytic techniques to identify audit findings, conclusions, and underlying causes.
    o Applies sound judgement to complex analysis and adapts audit procedures to address risk.
    o Awareness of CPA standards for assurance engagements.
    o Applies the office’s audit methodology.
    o Able to learn and use new technologies and audit tools as they become available.
    o Knowledge of provincial government and public administration.

  • Must be immediately eligible to accept permanent employment in Canada (permanent resident or Canadian citizen).
  • Successful completion of security screening requirements of the B.C. public service, which may include a criminal record check, and/or Criminal Records Review Act check, and/or enhanced screening checks as required.
  • Be flexible regarding ongoing changes in responsibilities, assignments, and corporate structures.
