Manager, Maintenance Safety Assurance and Risk

Responsible to the Senior Manager, QA, Safety, and SMS Programs, this role will lead the Air Canada Maintenance (ACM) safety risk management, safety assurance, and safety data analytics program. This role will influence and liaise with branch Subject Matter Experts (SMEs) to apply best practices to ensure the appropriate management and identification of risks, assurance of documented mitigations, and analysis of safety data to identify trends. This role will also lead and manage the maintenance-related APPR/ATPDR/EU261 investigations.

Responsibilities:

Safety Risk Management

  • Manage and lead all Air Canada Maintenance branch risk assessments providing guidance and support as required.
  • Strategize the management and execution of interbranch risk assessments, leading as required.
  • Identify, communicate, and coordinate the management of key risks with appropriate branch stakeholders.
  • Manage the branch hazard and risk register, ensuring compliance with applicable policies, procedures or regulations.
  • Act as a lead for the maintenance Fatigue Risk Management Program (FRMP).

Safety Assurance

  • Measure the effectiveness of actions with respect to risk assessments, audits and investigations.
  • Identify and lead the implementation of methodologies and guidance to assess adherence with standard operating procedures (SOPs) related to safety.

Safety Data Analytics

  • Responsible managing and enhancing the ACM safety data analytics program, including data from safety reports, audits, risk assessments, and programs like Maintenance Observation Safety Audit (MOSA).
  • Establish and manage leading and lagging indicators that may impact airworthiness or safety of flight.
  • Develop, implement, and manage a trend analysis and identification program ensuring the timely identification of emergent trends.
  • Prepare and distribute reports to support the overall branch monitoring and analysis of safety trends, including data from safety reports, audits, risk assessments, and programs like MOSA.
  • Responsible for the review of industry incidents and accidents, identifying opportunities for improvement.
  • Implement industry best practices as it relates to the management of hazards, risks, trend analysis and data analytics.

APPR/ATPDR/EU261

  • Oversee a team that, amongst other tasks, assesses investigations into compliance with APPR, EU261, and other international passenger rights regulations (e.g. USA DOT, etc.) to which the company must comply.
  • Establish, implement and maintain processes for handling compliance investigations, and lead continuous improvement initiatives for these processes.
  • Provide guidance on root cause analysis of flight disruptions related to aircraft maintenance.
  • Represent Air Canada as a maintenance subject matter expert in legal cases.
  • Approve and provide statements for court cases related to APPR and other related regulations.

Approval from Transport Canada Civil Aviation (TCCA), and other authorities of regulatory manuals.

  • Provide leadership and guidance in documenting and re-engineering Regulatory Manual contents, while supporting the commitment to continuous improvement.
  • Approve amendments to the regulatory manuals (in cooperation with the respective managers), including policy supplements/agreements.
  • Evaluate, assess and distribute TCCA Canadian Aviation Regulation, EASA and any other foreign authority regulatory changes, Safety Notices and policy information impacting the Control Manual (CM).

Note: These manuals are required for continued certification of Air Canada and Air Canada Rouge as an Air Operator, Aircraft Maintenance Organization and Airworthiness Engineering Organization.

Transport Canada approved Safety Management System (SMS) and Quality Assurance Program (QAP)

  • Develop and present an analysis of ACM’s safety risk profile to ACM, Flight Operations, and Corporate Safety at ACM Safety Management System Review Board (SMSRB), and provide recommendations to drive ACM’s safety goals and objectives.
  • Ensure compliance with regulatory requirements, International Operational Safety Audit (IOSA), ACM and corporate policy.
  • Analyze data from audits, safety reports, investigations and risk management to determine proactive actions to be taken.
  • Improve the data analysis system to increase predictability, supporting the use and implementation of programs such as Maintenance Observational Safety Audit (MOSA).
  • Lead the review of effectiveness for actions generated from branch risk assessments, audits and investigations.
  • Ensure any data within the QAP and/or the SMS is properly protected in accordance with AC safety reporting policy.
  • Support continuous improvement and cost transformation initiatives.
  • Provide support to the branch’s Regulatory Compliance, Safety and Training department as assigned by the Senior Manager, QA, Safety, and SMS Programs.

Qualifications

  • Post-secondary education in Engineering or a related field, or an equivalent level of education and experience
  • Minimum of five (5) years’ experience in the aviation industry, preferably in Maintenance & Engineering, Flight Operations
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Visio, Access), PowerBI, Power Apps, Power Automate and other software tools
  • Demonstrated problem solving and analytical skills
  • Demonstrated organizational, planning and administrative skills
  • Demonstrated knowledge of the Canadian Aviation Regulations (CARs), IATA Operational Safety Audit (IOSA) Standards and Recommended Practices (ISARPs), International Civil Aviation Organization (ICAO) Standards and Recommended Practices (ISARPs), and Air Passenger Protection Regulations (APPR), Accessible Transportation for Passenger with Disabilities Regulations (ATPDR) and EU261.
  • Demonstrated knowledge in data analysis techniques (i.e. statistical methods)
  • Effective communication and organizational skills (including report writing)
  • A good understanding of safety management systems (SMS) for aviation organizations (ie. Air Operator, Approved Maintenance Organization (AMO), Airworthiness Engineering Organization (AEO))
  • A good understanding of safety and risk management principles
  • A good understand of quality management and principles
  • Knowledge of safety management databases, such as AQD, and other Maintenance Computer Systems, such as Trax, Netline and SmartComm
  • Strong skills for trending and analysis of data
  • Demonstrate punctuality and dependability to support overall team success in a fast-paced environment
