About the role:

The Director-Policy Management leads BMO’s enterprise policy management program, ensuring policy governance is effective, efficient, and aligned with regulatory and business needs. This role is accountable for leading the program that stewards the full lifecycle of policy documents, including development, review, approval, implementation, enforcement, and ongoing maintenance, in accordance with the Enterprise Policy Management Policy and Standard. In addition to these core responsibilities, the Director will set the strategic direction for the policy governance function as it undergoes significant transformation, guide the design and deployment of a strategic technology solution that enables enterprise‑wide oversight of the policy lifecycle, and establish key performance indicators and reporting mechanisms. The incumbent is expected to challenge existing approaches, elevate service delivery to internal stakeholders, and credibly engage with regulators and external partners to ensure expectations are met and exceeded.

What will you do:

  • As the senior leader of the Enterprise Policy Office, this role provides oversight and advisory support for policy governance within the second line of defense. Responsibilities include maintaining the policy document hierarchy, lifecycle requirements, and templates, as well as administering the centralized Enterprise Policy Repository for traceability, accessibility, and auditability. The Director ensures the program supports effective management of exceptions and escalations and assessment of the effectiveness of policy documents and maintain compliance and relevance.
  • The Director is also responsible for fulfilling accountabilities for the Enterprise Policy Management Policy itself. This includes ensuring traceability to risks, alignment to the Risk Management Framework, engagement of appropriate stakeholders, and end-to-end accountability for the policy’s lifecycle. The Director must ensure the policy remains current, effective, and responsive to regulatory and strategic changes, and that all governance, review, approval, exception, escalation, and effectiveness requirements are met and documented.
  • In addition, the Director will be accountable for fully operationalizing, delivering, and sustaining the enterprise policy management program once the transformation strategy is in place. This includes overseeing the implementation, stabilization, and ongoing optimization of the policy technology solution; leading the Bank‑wide document remediation and modernization effort; and ensuring end‑to‑end operational readiness across processes, controls, and stakeholders. The incumbent will independently monitor program performance, surface and resolve operational gaps, and make strategic recommendations to improve efficiency, usability, and regulatory alignment. They will lead disciplined KPI development, reporting, and continuous‑improvement routines; deliver a customer‑service model that provides reliable, timely support to business and risk partners; and engage credibly with regulators and peer institutions to validate expectations, benchmark practices, and strengthen the Bank’s policy control environment. The Director is responsible for ensuring the program remains effective, scalable, auditable, and resilient as it matures into steady‑state operations.
  • This role is expected to build networks of policy experts and empowers others to embed policy standards throughout the organization. Strategic thinking and hands-on execution are essential, as is the ability to translate complex governance requirements into practical solutions that accelerate decision-making and support BMO’s risk culture.
  • Success in this role requires a thoughtful approach to integrating and enhancing existing risk, governance, and policy management structures, systems, and resources. The Director is expected to maximize impact and minimize operational overhead by strengthening the use of established processes and avoiding unnecessary duplication or complexity. By leading the program that stewards the full lifecycle of policy documents and serving as steward of the Enterprise Policy Management Policy, the Director ensures BMO’s policy management remains scalable, auditable, and aligned with enterprise ambitions, regulatory expectations, and operational realities.
  • The role requires a self‑starter who has independently led the implementation, operationalization, and ongoing enhancement of a risk capabilities. The Director must be someone who takes full ownership and drives outcomes without requiring direction-comfortable making informed decisions, navigating ambiguity, and escalating only when necessary. They must be a player‑coach: capable of rolling up their sleeves to solve problems hands‑on while also guiding, developing, and elevating the broader team’s capability and confidence. This leader must demonstrate sound judgment, executive presence, and the ability to build trust with regulators, senior stakeholders, and peer-bank counterparts. A mindset of continuous improvement, intellectual curiosity, and disciplined follow‑through is essential to ensuring the policy function evolves into a strategic, integrated partner within the Bank’s control environment
  • Provides subject matter expertise in the analysis, development, approval process, issuance and communication of Risk policy frameworks in alignment with standards. Writes, publishes and maintains policy documentation to achieve the desired business results and support corporate, compliance and/or regulatory requirements. Includes guidelines, standards, directives, operating procedures, and related documentation.

  • Manages resources and leads the execution of strategic initiatives to deliver on business and financial goals.
  • Analyzes the impact of projects related to compliance, transformation, system upgrades etc. on policies and procedures. Assesses and reports the impact of changes to stakeholders.
  • Acts as the prime contact for internal/external stakeholder relationships, which may include regulators.
  • Designs and produces regular and ad-hoc reports, and dashboards.
  • Develops and manages comprehensive information management systems; designs and/or leads initiatives to improve processes, analysis and reporting.
  • Defines business requirements for analytics & reporting to ensure data insights inform business decision making.
  • Leads change management programs of varying scope and type, including readiness assessments, planning, stakeholder management, execution, evaluation and sustainment of initiatives.
  • Leads the development of the communication strategy focusing on positively influencing or changing behavior.
  • Collaborates across BMO to develop communications strategies and ensure consistency of messaging, in order to positively influence or change behavior.
  • Assesses and adapts existing operational programs; develops new capabilities to ensure ongoing success.
  • Leads the execution of operational programs; assesses and adapts as needed to ensure quality of execution.
  • Oversees the design, development, and implementation of tools and training required to deliver business results.
  • Creates, implements and sustains the guidelines, standard, operating procedures and other documentation.
  • Initiates and coordinates review processes among stakeholders.
  • Identifies and eliminates gaps in current state of policies and procedural documentation.
  • Reviews documentation on a timely basis to ensure they are up to date, accurate and complete.
  • Breaks down strategic problems, and analyses data and information to provide insights and recommendations.
  • Builds effective relationships with internal/external stakeholders.
  • Ensures alignment between stakeholders.
  • Monitors and tracks performance, and addresses any issues.

Qualifications:

  • Typically 10+ years of relevant experience in Risk Policy Management Leadership and post-secondary degree in related field of study or an equivalent combination of education and experience.
  • Expert knowledge of risk management, audit, compliance, and / or governance policy management.
  • Expert knowledge of business and regulatory environment.
  • Seasoned expert with extensive industry knowledge - technical leader viewed as a thought leader for innovation.
  • Financial Industry background
  • Financial Regulatory experience

$121,600.00 - $211,800.00

Les salaires varieront en fonction de facteurs comme l’emplacement, les compétences, l’expérience, les études et les qualifications pour le poste et pourront inclure une structure de commissions. Pour les rôles à commission, le salaire susmentionné représente la cible de BMO Groupe financier pour la première année au poste.
