The Health and Safety Manager is responsible for developing, implementing, and continuously improving the organization's occupational health and safety management system throughout Quebec operations. This role ensures compliance with Quebec health and safety legislation, promotes a proactive safety culture, reduces workplace injuries, and partners with operational leadership to effectively manage occupational risks.

The successful candidate serves as the primary safety advisor for Quebec operations and works collaboratively with management, employees, clients, regulatory agencies, and the CNESST to maintain safe and compliant workplaces.

Essential Responsibilities

Regulatory Compliance:

Ensure compliance with all applicable Quebec occupational health and safety legislation, regulations, and standards. Monitor legislative changes and communicate impacts to leadership. Develop and maintain company safety policies and procedures consistent with provincial requirements. Coordinate responses to regulatory inspections and investigations. Maintain required documentation and records.

Safety Program Management

Develop and implement provincial safety initiatives. Conduct hazard identification and risk assessments. Establish annual safety objectives and key performance indicators. Lead continuous improvement initiatives. Develop safe work procedures and best practices.

Incident Management

Lead investigations of workplace injuries, illnesses, property damage, and near misses. Identify root causes. Develop corrective and preventive action plans. Track completion of corrective actions. Analyze trends and prepare executive reporting.


Training and Education

Develop and deliver health and safety training programs. Ensure all mandatory provincial training requirements are met. Coordinate new employee safety orientation. Support supervisors in safety coaching. Maintain training records.


Workplace Inspections

Conduct routine workplace inspections. Perform job hazard analyses. Recommend engineering and administrative controls. Verify corrective actions have been completed. Monitor contractor safety performance.


Workers' Compensation Management

Support injury management and return-to-work initiatives. Coordinate with Human Resources and operations regarding modified duties. Assist with claim investigations. Monitor claim trends and associated costs. Liaise with provincial workers' compensation representatives.


Client Support

Provide safety consultation to operational leadership. Support new client implementations. Conduct client safety assessments. Participate in client safety meetings. Assist with customer audits.


Safety Committee Leadership

Facilitate Joint Health and Safety Committee meetings where required. Maintain committee documentation. Ensure employee participation in safety initiatives. Promote employee engagement.


Emergency Preparedness

Develop emergency response procedures. Coordinate emergency drills. Review business continuity plans. Ensure emergency equipment inspections.


Reporting

Prepare regular reports including:

Injury frequency and severity Lost time incidents Near miss trends Training completion Inspection findings Corrective action status Regulatory compliance metrics Annual safety performance summaries

Qualifications

Education

Bachelor's Degree in one of the following preferred

Occupational Health & Safet Environmental Healt Industrial Hygiene Risk Management Engineering Human Resource Related discipline

Equivalent education and experience may be considered.

Experience

5–8 years progressive occupational health and safety experienc Experience supporting multiple facilities or client location Experience within warehousing, staffing, manufacturing, logistics, or industrial environments preferre Experience working with provincial workers' compensation system Experience leading incident investigation Experience developing safety management systems

Preferred Experience

Candidates with experience in the following environments are strongly preferred:

Distribution center Warehousin Logistics Manufacturin Third-party logistics (3PL) Retail/Ecommerce distribution Industrial services

Strong knowledge of:

Quebec occupational health and safety legislation Hazard recognition Risk assessments Accident investigation Ergonomics Industrial hygiene principles Safety auditing Contractor safety Emergency preparedness Return-to-work programs Safety training methodologies

Preferred Certifications

One or more of the following preferred:

Canadian Registered Safety Professional (CRSP) Certified Health & Safety Consultant (CHSC) National Construction Safety Officer (where applicable) First Aid/CPR Instructor ISO 45001 Internal Auditor or Lead Auditor

Language Requirementx

Fluent French (required) Professional English (required) Ability to communicate effectively with provincial regulatory agencies, employees, clients, and executive leadership.
