Description
Xplore Inc. is Canada’s fibre, 5G and satellite broadband company for rural living. Xplore is committed to the relentless pursuit of an improved broadband experience for all Canadians. Xplore is building a world-class fibre optic and 5G wireless network to enable innovative broadband services for better every day rural living, for today and future generations.
Position Overview
The Manager, Fixed Wireless New Technology & Performance leads the team responsible for optimizing network performance and driving the safe, effective introduction of new technology across Xplore's Fixed Wireless network. This leader owns RF and cluster-level optimization, spectral efficiency, feature and software release readiness, and performance analytics — ensuring new capabilities are validated and proven before they are handed to the DevOps team for automated deployment. This role works in close partnership with the Manager, Fixed Wireless DevOps: the New Technology & Performance team defines what should change and validates whether it worked, while the DevOps team owns how configuration changes are automated, deployed, and executed in the field. This leader reports to the Senior Manager, Fixed Wireless Performance & DevOps, and plays a critical role in ensuring the network evolves rapidly while continuously improving coverage, capacity, and customer experience
Key Leadership Expectations

- Delivering business outcomes through influence, not just authority.
Driving Transformation & Continuous Improvement
- Challenging the status quo and leading modernization across people, process, and technology.
- Championing simplification, standardization, and operational excellence.
Strategic & Tactical Balance
- Balancing immediate operational needs with long-term capability building.
- Ensuring execution today while building the foundation for tomorrow.
Business Impact & KPI Alignment
- Connecting engineering and operational initiatives to measurable customer and business outcomes.
- Ensuring every initiative has clear success metrics and operational impact.
Customer-Centric Mindset
- Understanding end-to-end customer journeys and service experiences.
- Ensuring decisions reflect customer impact, service quality, and operational reliability.
Automation & Efficiency
- Championing automation and data-driven tooling to accelerate performance analysis and technology validation, in partnership with the DevOps team who own deployment automation.
24×7 Operational Accountability
- Owning accountability for performance and technology-introduction outcomes within their domain; partnering with DevOps and NOC on 24×7 execution and incident response.
Key responsibilities include:
1. New Technology Introduction (NTI) & Feature Readiness
- Lead the introduction of new Fixed Wireless features and technologies (RRUs, BBUs, antennas, backhaul platforms), ensuring seamless integration and performance readiness.
- Define acceptance criteria, test plans, and validation methodology for new technology prior to broad deployment.
- Partner with engineering and vendors to evaluate new capabilities and assess network impact before handoff to DevOps for automated rollout.
- Own software release governance from a performance perspective: planning, pre-release validation, and post-release performance assurance for RAN, backhaul, and supporting platforms.
2. Network Performance & RF Optimization
- Oversee cluster-level optimization, including RF planning, feature enablement, and continuous improvement of coverage, capacity, and user experience.
- Maximize spectral efficiency and Quality of Install (QOI)/Opportunity to Install outcomes through advanced tuning, interference mitigation, and spectral reuse strategies.
- Improve delivered bit/Hz performance while maintaining product SLAs and network capacity.
- Oversee backhaul feature optimization and spectrum performance management for licensed and unlicensed links.
3. Configuration Standards & Performance Governance
- Define and maintain Golden Configuration standards for all Fixed Wireless elements, in collaboration with engineering and DevOps.
- Lead configuration auditing from a performance-compliance standpoint: identifying drift against Golden Configuration and directing corrective optimization — with DevOps owning the automated deployment of any resulting fixes.
- Establish and monitor KPIs that measure the customer and network impact of new technology introductions and optimization initiatives.
4. Performance Analytics & Continuous Improvement
- Own advanced performance analytics and reporting, translating RAN and backhaul data into actionable optimization initiatives.
- Lead the Fixed Wireless Service Experience Center of Excellence, collaborating closely with planning, assurance, and customer installation teams.
- Lead an Agile value stream squad focused on continuous service experience improvement.
- Feed performance findings and lessons learned back into RF/technology design and into the DevOps automation backlog.
5. Cross-Functional Collaboration & Vendor Engagement
- Partner closely with the Manager, Fixed Wireless DevOps to ensure validated technology and configuration changes flow smoothly into automated deployment pipelines.
- Engage with vendors on feature roadmaps, performance benchmarking, and technology certification (distinct from DevOps's ownership of vendor NMS tools and the known-issues/vendor-action tracker).
- Represent performance and technology strategy in cross-functional planning with RAN, Transport, Core, and Operations teams
The ideal candidate will possess:
Education & Professional Background
- Bachelor's degree in Electrical Engineering, Computer Engineering, Telecommunications, or a related technical discipline.
- 7+ years of experience in wireless network engineering, RF optimization, or performance management, including experience with new technology introduction.
- Experience leading technical teams focused on network performance in high availability, customer-impacting environments.
Technical Expertise
- Strong understanding of LTE/5G RAN, RF design principles, and IP/backhaul networking.
- Demonstrated experience with cluster optimization, spectral efficiency, and interference mitigation techniques.
- Experience with performance analytics tools, OSS platforms, and configuration auditing frameworks.
- Familiarity with software release management and feature validation methodologies.
- Working knowledge of DevOps/automation concepts sufficient to collaborate effectively with the DevOps team (hands-on CI/CD or infrastructure-as-code ownership is not required for this role).
Leadership & Collaboration
- Demonstrated ability to lead technical teams and influence cross-functional groups without direct authority.
- Strong communication skills with the ability to translate performance data into clear business and engineering insights.
- Experience working with vendors, RF/RAN engineering, and DevOps teams to bring new technology from validation to production.
