Junior Analyst

Risk Management and Assurance Services provides independent assurance to Senior Management and the Board of Trustees, that the division’s objectives are being successfully met. Identifies, manages and assists with the mitigation of risks. Conducts operational compliance and accounting process reviews and assessments. Evaluates and analyzes opportunities. Collaborates and participates with Winnipeg School Division’s community to bring value to our policies, processes and procedures.

Under the direction of the Senior Analyst, the Junior Analyst will be responsible for ensuring effective compliance, accounting, auditing, and inventory systems and procedures are in place and operating within Division guidelines.



Responsibilities may include but are not limited to:

Assisting with/or performing financial, operational, and ad hoc process reviews or audits in accordance with Division guidelines. Assisting with/or performing compliance audits; Assisting with fraud investigations; Collaborating and participating with WSD Department members on projects and operational opportunities. Conduct and promote a high standard of ethics and professional behaviour, as defined by federal, provincial laws and regulations, WSD policies, and the Institute of Internal Auditors or other similar professional organizations. Analysing, evaluating and recommending continuous improvements to Risk Management and Assurance Services; and Building organizational and external relationships.

Professional Obligations: Adherence to Winnipeg School Division's Code of Conduct and all other policies; Adherence to all obligations under The Freedom of Information and Protection of Privacy Act (FIPPA) and The Personal Health Information Act (PHIA), Adherence to all federal, provincial laws and regulations, Adherence to Global Internal Audit Standards™; and Commitment to training and continuing education.

Assisting with/or performing: WSD Policy, process and procedure documentation and reviews; Development of criteria to identify and define issues and risks; Identification and evaluation of areas of risk; Identification and evaluation of opportunities and efficiencies; Development of recommendations and remediation; Operational or financial audits; and review and analysis of new systems or modifications of existing systems. Developing and administering surveys.

Collaborating and problem solving with the School Accountant on school financial processes and procedures. Input on the development of the risk-based annual plan; Participating as a member of project teams to plan the trial, assessment, and staged implementation of new or revised systems; Collaborating and participating in the development of financial processes and procedures; Delivers written reports and oral presentations as required in communicating results of the audit and consulting projects; Performs other related duties within this classification and other related classifications not exceeding skills and capabilities as required.

Applying internal or external experiences to internal audits, business principles and practices; Knowledge and understanding of current applicable Winnipeg School Division policies and procedures; Completes all mandatory safety educational sessions and re-certifications; Adheres to all workplace health and safety regulations, policies, and safe work practices; Familiarity of common indicators of fraud; and Ability to interact with a culturally and economically diverse community with sensitivity, tactfulness, diplomatically and professionally.



Qualifications:

Minimum of five (5) years’ experience or combination of education and experience in:

•WSD financial and operations; WSD accounting and budgeting processes.

•Knowledge of Division policies, processes and procedures.

•Equivalent skills or completion of Microsoft 365 Excel Intermediate and/or Advanced WSD training-based workshops.

•Proficiency and/or completion of WSD training-based divisional software - eFunds, SDS, and/or SolarWinds.

•Demonstrated skills or completion of WSD financial processes and procedures for school clerical support staff.

•Demonstrated skills or knowledge of WSD financial procedure manual for principals.

•Analysis and/or program/process evaluation.

•Post-secondary education, diploma or degree would be an asset.

•Personal learning experiences, such as micro-credentials or professional level certificates would be an asset.

•Ability to speak and write in French or other heritage language an asset.

•This position requires an individual who must exhibit ethical behaviour and cultivate trust;

•Exercise confidentiality and independent judgement;

•Can work independently and as part of a team/community;

•Can successfully complete a variety of tasks in an environment with individuals from other departments, schools and external organizations;
