Engineering Manager

Reporting to the Director of Facilities Management, the Engineering Manager plays a key leadership role in overseeing the interdisciplinary Engineering and Technical Support Group. This position is responsible for coordinating with external consultants and serving as the primary liaison with Capital Project Planning and Delivery (CPPD) for provincially funded projects and contracted design professionals.

The Engineering Manager leads the design, planning and execution of both capital and maintenance projects, ensuring alignment with divisional standards, budgets, and timelines. In addition, the role includes administrative responsibilities related to the Engineering and Technical Support Group’s day-to-day operations and supports broader facilities planning and strategic initiatives.



Responsibilities may include but are not limited to:

· Oversee day-to-day operations of the Engineering Group and contracted design services ensuring design work is efficient, cost-effective, within schedule and aligns with Division standards and budgets.

· Lead and supervise a multidisciplinary engineering design team including a Contract Administrator, Project Manager and Estimator, Preventative Maintenance Inspectors, Energy Management Coordinator and the Contracts Clerk.

· Supervises development of design standards for the Engineering Group; provides design and contract administration expertise to other engineering staff as required.

· Recommend appointments, suspensions, or dismissal of staff within the Engineering Group to the Director of Facilities.

· Ensure timely and constructive performance evaluations and foster a positive work culture that prioritizes collaboration, accountability and staff well-being.

Project & Design Management

· Ensure in-house and consultant-led design work is efficient, cost-effective, aligns with Division standards and budgets.

· Review design concepts and provide technical recommendations to ensure compliance with architectural guidelines and building codes.

· Provide design and contract administration guidance to engineering staff.

· Monitor expenditures and ensure adherence to budget allocations.

· Review and approve progress payments, change orders, and final project acceptances.

· Monitor project schedules and budgets, ensuring timely delivery of milestones and outcomes.

Liaison with Public Schools Finance Board

· Prepare and submit construction documentation for CPPD review and approval.

· Act as the main point of contact with CPPD on all provincially funded capital initiatives.

Consultant & Contract Management

· Develop and issue Requests for Proposals (RFPs) for external design services.

· Prepare and manage consultant contracts and agreements.

· Oversee consultant performance to ensure compliance with Division and PSFB standards, budgetary limits, and project timelines.

· Acts as department liaison with external consultants and monitor their performance to ensure alignment with Division and Provincial standards.

· Recommend consultant contract awards and payments.

Administrative & Strategic Support

· Assist the Director of Buildings and Energy Management Coordinator with energy conservation initiatives and contracts.

· Assist with energy conservation initiatives and long-range facilities planning.

· Support development of cost estimation and capital planning.

· Attends in Building & Transportation and Long-Range Facility Planning Committee meetings as required.

· Stay Informed of Building Department and Division policies, procedure and applicable legislation.

· Prepare recommendations for contract award approvals to the Board of Trustees.

· Perform other related responsibilities as assigned, consistent with the classification and skill level of the position.



Qualifications:

· Completion of secondary education and an Architectural or Engineering Technologist Certificate/Diploma from a recognized institution.

· Minimum of five (5) years of progressive experience in budgeting, planning, and coordination of multi-disciplinary construction and maintenance projects.

· Extensive experience in a supervisory or management role.

· Strong working knowledge of applicable legislation, building systems and industry standards.

· Familiarity with AutoCAD and planning/design software is an asset.

· Ability to work extended hours, including evening and weekend on-call duties (approximately nine weeks annually).

· Valid driver's license and access to a personal vehicle for work-related travel.

· Proven ability to work independently and as part of a collaborative team.

· Excellent written and verbal communication skills.

· Strong organizational skills and the ability to manage multiple priorities and deadlines in a fast-paced environment.

· Knowledge of the education sector and public-sector facilities management is an asset.

· Proficiency in budgeting and financial management.

· Strong knowledge of project management principles, building systems, and regulatory compliance.
