EDUCATION:
Complete high school education required. Successful completion of 5th Class Engineer certification required. Successful completion, or currently enrolled, in a related post-secondary degree or diploma program in management/administration required. Knowledge and experience of Manitoba Health Standards mandatory.
EXPERIENCE:
3-5 years’ experience in a supervisory position in a facility operations area. Must have or be able to acquire within a reasonable period of time, thorough knowledge of occupational hazards, safety precautions and regulations applicable to the area of supervision. Must have experience with human resource management including job interviews, performance appraisal, scheduling and disciplining of staff. Must have excellent analytical, organizational and interpersonal communication skills and ability to coach and instruct. Knowledge of and experience with computers is essential.
OTHER:
Good physical and mental health, visual, aural acuity and manual dexterity required. English communication skills, oral and written. Compliance with workplace safety, food safety and sanitation standards required. Position requires walking and standing for sustained periods of time and may be exposed to chemicals, moisture, odor and noise.
SERVICE OVERVIEW:
Has overall responsibility for the provision of quality maintenance and facility operations services, which support a philosophy of resident centered care with an emphasis on quality of life for residents. Responsible for the supervision and management of the maintenance, mechanical operations and materials management functions at Golden Links Lodge. Directly responsible for the management of environmental services at Golden Links Lodge and works collaboratively. At the request of Senior Leadership, may be responsible for the oversight within other support services such as recreation, food services, and housekeeping.
MAIN FUNCTION:
Reporting directly to the Director of Facility and Support Services and/or designate, the incumbent is responsible for the provision and supervision of effective, efficient support services in areas of facility mechanical operations, material management, maintenance department, capital safety and security projects, and Disaster Management program.
MAJOR RESPONSIBILITIES:
- RESPONSIBILITY: SERVICE MANAGEMENT (30%)
ACTIVITIES:
- oversees the daily functioning, including special projects, of all activities in areas of responsibility; facility operations, material management, maintenance department, and disaster management program.
- facilitates use of critical thinking to ensure high quality services.
- identifies operational issues, plans objectives and implements change in collaboration with the management team.
- responsible for future planning, policy development, decision making, etc.
- investigates problems and determines action required.
- inspects work of all assigned staff to ensure standards are maintained.
- prepares memos and communications to address new and changed policies and procedures.
- determines equipment and supply needs and ensures the efficient and effective use of equipment and resources.
- maintains an awareness of all facility policies as they affect the work area (including fire and safety) and is responsible for ensuring they are enforced.
- implements the use of new products, ideas and procedures to optimize service quality and cost control for all areas of responsibility.
- evaluates procedures, products and equipment to optimize service and quality.
- maintains an awareness of current trends, equipment technology and products for potential implementation.
- RESPONSIBILITY: HUMAN RESOURCE MANAGEMENT (20%)
ACTIVITIES:
- prepares, maintains and monitors schedule and staffing levels on a daily basis to ensure adequate coverage, operation within budget limitations, and compliance with department policy and collective agreement(s).
- establishes standards for employee performance. Evaluates staff performance, preparing, presenting and discussing performance appraisals and is responsible for follow-up.
- evaluates the effectiveness of staff utilization, and implements staffing/scheduling changes to optimize labor costs.
- identifies and implements opportunities for volunteer placements.
- prepares new and revised job descriptions and work schedules.
- interviews, hires and selects staff and has authority to promote/select for internal positions; performs pre-hire reference checks.
- conducts exit interviews as necessary.
- ensures that appropriate training and orientation takes place for new staff.
- develops and implements appropriate training programs for staff.
- encourages staff development and enhances customer service orientation of staff.
- ensures that all staff are properly trained in the safety and health procedures appropriate for their assigned duties, i.e. WHMIS.
- identifies and implements necessary measures to correct performance or discipline problems. Applies progressive discipline up to and including suspension and or dismissal upon consultation with the respective Director of Facility and Support Services.
- documents staff’s absenteeism, disciplinary action/warnings etc. in a systematic fashion.
- monitors staff attendance and initiates corrective action.
- completes payroll documentation.
- promotes a team approach to address issues and problems, recognizing accomplishments and ideas of staff.
- motivate and coach staff.
- RESPONSIBILITY: FINANCIAL MANAGEMENT (10%)
ACTIVITIES:
- reviews monthly financial statement and responsibility center salary report to ensure efficiency and corrects errors and omissions.
- prepares monthly variance reports for cost centers of responsibility and takes action to correct negative variances.
- participates in staff and equipment budget planning
- RESPONSIBILITY: QUALITY (10%)
ACTIVITIES:
- seeks to improve processes within their scope of responsibility.
- maintains and enforces a high standard of sanitation and infection control procedures.
- evaluates product acceptability for conformance to standards and responds to deficiencies.
- conducts quality control inspections and audits; generates reports and takes corrective actions.
- investigates and resolves service complaints by discussing with complainant, determining problems, and determining and implementing corrective action to prevent future occurrences.
- prepares quality reports.
- Participates in the facilities CQI program and involves staff in quality initiatives.
- RESPONSIBILITY: COMMUNICATION (10%)
ACTIVITIES:
- participates as an effective member of the management team to plan for future, develop policies and make decisions.
- maintains effective written and verbal communication with staff, managers and other departments within the facility.
- conduct staff meetings as appropriate.
- participates actively in regular departmental meetings.
- develops memos to reflect current and changes to procedures.
- liaises with other groups and departments to resolve problems and provide quality service.
- provides a model for staff in positive customer relations.
- networks with professionals in related fields.
- RESPONSIBILITY: SAFETY (10%)
ACTIVITIES:
- nurtures and promotes a culture of safety and respect.
- maintains and enforces all standards of safe practices and procedures (i.e. safe food handling) that apply to areas of responsibility.
- ensures equipment is operated correctly and organizes repairs of equipment as necessary; prepares equipment and maintenance records and records repair details.
- trains and recertifies staff in WHMIS and ensures procedures are followed.
- conducts area audits to verify standards are being maintained.
- ensures that staff receive appropriate training in correct methods of operating and cleaning of equipment, safety and health procedures.
- ensures staff are trained and recertified in safe work procedures and ensures compliance with same.
- identifies staff required to certify in Confined Space training, Food Handling Certificate program, etc.
- ensures MSDS’s are current and are available to staff.
- investigates injuries, prepares incident reports, and takes action to prevent recurrence of incidents for facility.
- Chair of the GLL Workplace Safety and Health program, ensuring compliance with all provincial/federal Safe Work practices.
- oversee and adheres to all safety and health regulations and safe work practices.
- ensures that all health and safety hazards are identified, corrected (if able) and brought forward to Workplace, Health and Safety Committee.
7. RESPONSIBILITY: LEADERSHIP (10%)
ACTIVITIES:
- rotating on-call schedule.
- provides mentorship and coaching for those individuals interested in pursuing leadership opportunities.
- collaborates with educational institutions to promote preparation of various support workers.
- participates in external committees to promote innovation in service delivery systems.
- facilitates the planning, development, implementation and evaluation of programs; consults with other disciplines when the need arises.
- demonstrates accountability for the proper use of resident’s protected health information.
- demonstrates accountability for the proper use of private corporate business information.
- performs in a manner that minimizes risk to personal and/or corporate liability.
- ensures appropriate reporting and investigation of occurrences.
- carries out special projects as assigned.
- adheres to the facility’s code of conduct, values and management principles.

C) May provide support and oversight in conjunction with Aramark programs manager for Food Services and Housekeeping/Laundry staff, as needed.
