Position Overview

Working as assigned with a customer-centric mindset, each position will be assigned to support various work areas, specialties, business units, services, projects and improvement initiatives. The outcomes of the work of this position will inform systemic improvements for diverse areas of the health system.

Main Function

  • Create, develop, audit and monitor reports, metrics, indicators and processes (such as dashboards, key performance indicators) for all levels of the health system in consultation with assigned service area(s).
  • Support service area(s) and service delivery organizations (SDOs) with process, performance, and quality improvement, planning and operating decisions through data mining, analysis, monitoring, reporting and providing data insights that identify opportunities and potential risks.
  • Research and consolidate information from a variety of sources to prepare and construct reports that translate current, relevant research and data with a variety of tools (such as narrative explanations, data illustrations, visual maps, mind maps, and information graphics).
  • Work with large data sets to extract information to be applied to health service delivery, operations, business process transformation and/or organizational change projects or initiatives using provincial standards and working within provincial data governance framework.
  • Analyze large, complex data sets from a variety of disciplines to help identify provincial trends, national comparisons, dependencies, and patterns.
  • Work on clinical data analysis and provide insight to inform service delivery improvements with and as directed by Shared Health’s health system improvement and quality team.
Experience
  • 3 years of progressive experience working in an analytical role with a focus on process review, quantitative analysis and performance measurement using analytical and reporting tools, specifically Power BI, R, Python, SQL, SAS, BOBJ or Cognos.
  • Experience working with large or complex data sets, preferably health administrative, clinical or financial data systems (e.g. DAD, NACRS, NRS, EDIS, ADT, SAP, MIS, etc.).
  • 2 years of experience in defining data points, organizing and analyzing data.
  • 2 years of experience with modeling and/or analysis.
  • 2 years’ experience with business transformation and/or organization change projects.
  • 2 years of experience with a variety of quality assessments, qualitative and quantitative data collection tools, analysis and reporting.
  • 2 years of experience working with statistical programs.
  • Previous experience conducting research and evaluations of health services programs is considered an asset.
Education (Degree/Diploma/Certificate)
  • Post-secondary diploma in a relevant discipline such as business administration. commerce, computer sciences, sciences, mathematics, statistics, business analysis or data management from an accredited education institution.
  • Post-secondary degree in a relevant discipline is an asset.
  • An equivalent combination of education and experience may be considered.
Certification/Licensure/Registration
  • Active member in good standing with an associated regulatory body as appropriate.
Qualifications and Skills
  • Demonstrated staff-level leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
Physical Requirements
  • Must be able to work safely in a typical computerized office environment with frequent meetings at multiple sites throughout the organization, and to lift and carry items of up to approximately 10 kg.
  • Interruptions to respond to questions are common; dedicated and focused time for planning and concentration can be scheduled.
  • Travel throughout the province requiring a valid Manitoba driver’s license and use of a personal motor vehicle.

This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment. The successful candidate will be responsible for any service charges incurred. A security check is considered current if it was obtained no more than six (6) months prior to the start of employment.
