Reporting to the Director of Urban Planning, the incumbent is responsible for coordinating the process of amending and revising the urban plan and by-laws. The urban planning tools developed must contribute to the creation of dynamic, sustainable and welcoming living environments, while also supporting the City’s political and strategic development vision. The incumbent must contribute to the development of collaborative strategies to support the social acceptability of redevelopment tools and projects, while also ensuring that the regulatory tools deployed are adapted to the socio-economic context.

Main responsibilities

  • Collaborates in developing the Urban Planning Department’s directions, objectives and priorities;
  • Coordinates the work of the team responsible for drafting and monitoring by-law projects, analyses, recommendations and action plans in accordance with the City’s strategic directions, as well as the laws and standards applicable to the Urban Planning Department;
  • Researches and writes reports and opinions on various urban planning topics;
  • Participates in designing, organizing and facilitating workshops on various issues related to land use planning, housing, sustainable development and urban mobility;
  • Acts as an advisor to his or her supervisor and colleagues, and supports other municipal stakeholders in applying municipal regulatory tools to the development of the City’s territory, in accordance with urban planning and development directions and objectives;
  • Participates in developing and implementing effective tools for communicating and explaining urban planning by-laws to residents and other partners;
  • Maintains good relations between the Department, citizens and developers, so that the Urban Planning Department is recognized as a partner in carrying out urban projects;
  • Represents the City in dealings with organizations, public utilities, governments and professional associations;
  • Maintains a watch on best practices related to project management, adapts the analysis and monitoring tools being used and participates in implementing performance indicators;
  • Performs any other related tasks as requested.

35 hours a week. For the period between Thanksgiving and the first Monday in May: Monday to Friday, 8:30 a.m. to 4:30 p.m., less one hour for lunch. For the period between the first Monday in May and Thanksgiving: Monday to Thursday, from 8 a.m. to 4:30 p.m., less 45 minutes for lunch; Friday, from 8 a.m. to noon.

Requested skills


  • Bachelor’s degree in urban planning, architecture or other relevant field. Graduate or post-graduate training in management is an asset;
  • Four (4) years of relevant experience in a similar position;
  • Is a member of the Ordre des urbanistes du Québec or the Ordre des architectes du Québec, or is in the process of becoming a member;
  • Excellent knowledge of the legal and regulatory framework governing municipal urban planning, heritage and sustainable development;
  • Demonstrates excellent communication skills in both English and French;
  • Excellent knowledge of geomatics tools, particularly for spatial analysis;
  • Skills required: Rigour, initiative/entrepreneurship, customer focus (internal and external), interpersonal skills, ability to mobilize, results oriented, teamwork skills, decision-making skills, ability to plan, organize and control.
