Description
Are you an experienced highly motivated individual, who enjoys the challenges of planning in a rural municipality? The Township of Champlain is seeking just such a person to fill the position of Senior Planner.
Reporting to the Chief Administrative Officer this position is responsible for the development, recommendation, and implementation of planning policies, strategies, and by-laws to guide the future growth of the municipality. This position will also work closely with Senior Staff and Council to attract and retain new and existing industries, businesses, and services.
Duties and Responsibilities- Develop and manage the process for revising the Township’s official plan and zoning by-laws, ensuring that they comply with current standards.
- Process development applications, prepare site plan agreements and coordinate public meetings.
- Manage and enforce the official plan, zoning regulations and subdivision agreements, and oversee their revision.
- Advise the Chief Administrative Officer, Council, Committee’s of council and Township staff on all matters related to the functions and activities of the Township’s

- Manage and enforce the official plan, zoning regulations and subdivision agreements, and oversee their revision.
- Advise the Chief Administrative Officer, Council, Committee’s of council and Township staff on all matters related to the functions and activities of the Township’s planning
- Inspect properties that are the subject of planning and building applications and completes reports and recommendations for zoning and building matters.
- Seek funding and grants, evaluate the effectiveness of programmes and investments, and maintain a database of contacts for potential investors.
- Work in collaboration with local, regional and provincial partners to promote opportunities for growth and development.
- Establish and maintain data bases, tracking mechanisms and performance indicators to support planning and accountability for planning initiatives.
- Contribute to the Township’s senior management team in establishing objectives in developing and implementing policies and programs.
Language: Strong command of the English language is essential. Bilingualism considered to be an asset.
Education and Certificates:
- A university degree in planning OR an acceptable combination of education and experience.
- A member in good standing of the Canadian Institute of Planning and/ or of the Ontario Professional Planners Institute OR eligible to become a member
- Must have a valid "G Class" driver’s licence (condition of employment).
- Must have a clean driving record (condition of employment).
- Must provide a satisfactory Police Criminal Record Check (condition of employment).
Required Experience, Skills and Abilities
- 5 years experience in municipal planning of which at least 2 years are in a rural setting
- Experience making presentations to the public and decision makers
- Experience conducting research to support making recommendations to decision makers
- Experience creating and maintaining data bases and or information repositories
- Thorough knowledge and understanding of the Planning Act, and related legislation and regulations.
- Strong verbal and written communication skills
- Strong Interpersonal skills
- Ability to collect and analyse data to support informed decisions
- Ability to identify and resolve problems,
- Ability to prioritise multiple demands from multiple sources.
- Ability to work within a political environment
- Self-Awareness
Asset Experience and Abilities
- Project management experience would be an asset
- Budgeting knowledge would be an asset
- Bilingualism would be an asset
- The level 7 pay scale consists of five steps, with the annual salary ranging from $99,216 to $118,326. The salary is determined upon hire based on qualifications, experience, skills, and knowledge.
- This position is full-time, with a regular schedule of 37.5 hours per week.
- Meets regularly with the public, sometimes in adverse conditions to rectify concerns.
- Often required to work additional hours outside the planned weekly hours to meet deadlines or attend meetings of Council or committees, seminars and conferences.
- Work is subject to deadlines that are imposed by legislation or Council policy.
- General office working conditions with some travel within the township for site visits
- 4 weeks vacation plus 1 week time in lieu of overtime.
