With a staff of 14,000, the TCDSB is a dynamic school board and is seeking a full-time Senior Manager, Project & Portfolio Management within the ICT department.

KEY ACCOUNTABILITIES:

Reporting to the Head of Enterprise Applications and Solutions Delivery, the Senior Manager - Project & Portfolio Management will lead the development and implementation of a strategic project management framework and business solutions to deliver large-scale initiatives to support the TCDSB. The successful candidate will manage a team responsible for designing, implementing, and managing concurrent project initiatives and provide a one-window project planning, coordination, and consultation service by leveraging the project management framework, program delivery options, recommendations, risks, and issues management strategies, keeping with TCDSB standards for project management excellence.

  • Leads and manages the development of a strategic project management framework and innovative business solutions aligned with industry best practices across TCDSB
  • Provides overall management and coordination of project portfolios involving integration of technical analysis from multiple sources, evaluation of policy and program planning, information management and business analytics, workforce planning, and large-scale workforce training
  • Oversee business change management research, analysis, and development, options/proposals and strategies to maximize the effectiveness of programs and service delivery. Forecasts any resource requirements to implement service delivery changes and operationalize strategic directions and plans
  • Develops and implements a communication framework for consistent and comprehensive flow of information to the TCDSB staff and stakeholders
  • Serves as liaison with the Technology Council, ICT Senior Leadership Team, project management committees, and working groups for managing reviews of changing priorities impacting the overall project success and advising senior management and stakeholders regarding issues impacting the delivery of deliverables or services
  • Oversee financial resources, reporting and develop multi-year budget and resource plans
  • Establish and maintain strong working relationships with key partners and stakeholders to ensure timely and accurate information flow and issue identification; present and advocate the TCDSB's position at various forums
  • Responsible for overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related to programs and services
  • Other duties as assigned

REQUIREMENTS:

  • Bachelor's degree in business, Engineering, Computer Science, or a related field
  • Minimum of seven (7) years of project management experience, including 5 years in leadership roles managing large-scale projects
  • Leadership experience to inspire, engage, motivate, develop and mentor professional staff to achieve results on high-profile initiatives
  • Demonstrated success in strategic leadership to foster an environment of continuous improvement, creativity and excellence
  • Proven change management expertise to lead large, high-profile initiatives in an integrated, large-scale data and reporting environment
  • Ability to Integrate technical analysis and synthesize large amounts of information to evaluate and contribute to complex data management, business intelligence and analytics exercises
  • Exhibit strong judgment to meet strategic business needs
  • Ability to translate complex technical information into plain language and present it clearly and compellingly.

This is an exempt Level 7 position with a salary range of $125,371 - $150,436 along with comprehensive benefits including pension plan, vacation, and professional development opportunities.
