Enterprise Architect to co-develop a strategic IT roadmap that integrates business priorities with technical evolution

Must Haves:

Education: Bachelor’s (or higher) in Business, Public Administration, IT, or related fields

• Experience: 10+ years advising on public sector digital transformation, particularly at the intersection of business modernization and IT enablement

• Demonstrated success in developing strategic roadmaps, leading enterprise program portfolios, and driving digital alignment across functions like Public Works, Public Health, and Community Services

• Deep understanding of Ontario’s municipal sector context, including regulatory obligations, procurement standards, and citizen service expectations

• Experience advising on cloud adoption, platform transitions, and modernization journeys that preserve service continuity and mitigate change risk

IT Strategy & EA

  • TOGAF, Zachman, Certified Enterprise Architect

ERP & Transformation, Vendor certs

  • (SAP, Oracle, Dynamics), or Business Architecture cert

Cybersecurity & Risk

  • CISM, CISSP, CGEIT (optional for credibility at strategic level)

Project/Change Leadership

  • PMP, Prosci, Agile/Scrum Master

Emerging Tech

  • AI governance micro-certifications (ISACA, MIT Sloan, Microsoft AI-900, etc.)



Evaluation Criteria:

  1. Proven ability to co-develop a strategic IT roadmap that integrates business priorities with technical evolution (e.g., ERP, cloud, cybersecurity, data, AI)
  2. Public sector experience delivering strategic guidance in organizations with 3,000+ employees, including frontline and regulatory-facing services
  3. Strength in stakeholder engagement across diverse functional groups and political environments
  4. Demonstrated success leading cross-functional planning workshops, executive advisory sessions, and navigating governance structures
  5. Ability to bring structured frameworks and toolkits (e.g., capability models, prioritization matrices, maturity assessments)
  6. Understanding of Ontario's municipal governance and compliance landscape, and ability to advise accordingly
  7. Experience supporting organizational change management, business process reengineering, and capacity-building for digital transformation

• Able to translate complex technology trends into clear strategic options for executive and council-level decision-makers

2. ERP Transformation & Application Rationalization

• Strategic leadership of ERP modernization initiatives including business case development, stakeholder alignment, and post-implementation benefit realization

• Experienced in application portfolio assessments to support rationalization efforts and uncover cost-saving or service improvement opportunities

• Deep understanding of public sector needs in finance, HR, and operational systems, especially within municipal contexts

3. Enterprise Architecture Governance

• Familiar with the development of enterprise architecture frameworks that support long-term scalability, modular transition, and innovation enablement

• Skilled at establishing architecture review boards, capability roadmaps, and governance processes that balance agility and oversight

• Ability to bridge architecture decisions and business planning, working closely with business leads to inform investment priorities

4. Cybersecurity, Risk & Compliance Strategy

• Strategic understanding of cybersecurity integration into digital roadmaps, aligning with NIST, ISO 27001, and Ontario municipal regulations

• Experienced in risk governance and advisory at a board/executive level, including data protection, identity and access management, and cloud security

• Awareness of emerging areas like AI risk management, cyber resilience, and public trust in digital services

5. AI & Emerging Technology Advisory

• Able to assess organizational readiness for AI adoption, including ethical and operational considerations

• Guides use-case identification, governance model development, and alignment with responsible AI frameworks

• Stays current on trends in intelligent automation, smart city solutions, and citizen-centric service design

6. Stakeholder Engagement & Change Leadership

• Recognized for ability to build trust and drive alignment across diverse stakeholder groups including senior leadership, frontline departments, and external partners

• Deep experience in facilitating workshops, guiding change management efforts, and supporting executive decision-making

• Excellent communication and storytelling skills - translates technology into value narratives that resonate with elected officials, business leaders, and the public
