Human Resources Manager (maternity leave effective November 12, 2025 until return of incumbent but not beyond June 30, 2027)

The Human Resources Manager provides leadership and develops initiatives to ensure that District human resource management practices support, and are consistent with, District policy, the District Mission Statement, and District planning directions. The Human Resources Manager reports to the the Assistant Superintendent for the management and coordination of the human resource/labour relations activities and initiatives of the School District, including renewal and administration of all collective agreements and employment contracts, employment processes, staff development, human resource records management, support services for employees and advocacy for positive employee relations with all District employee groups. The Human Resources Manager is also expected to coordinate district hiring and personnel needs with members of the District’s senior management team.

This position is effective immediately until the return of the incumbent but not beyond June 30, 2027.

Job Duties:

  • Promotes the District vision for effective human resource management. Keeps up to date on contemporary practices and advances in the field of human resources management.
  • Liaises with the District senior management team in the consideration of budget issues and the development and monitoring of the human resource department budget; decision-making; and in the management of District resources and the achievement of District goals.

  • Assists the senior management team with resolution of human resource/employee relations issues and promotes a human resource perspective in the decision-making process.
  • Directs, coordinates and supports the work of the staff in the human resources department. The manager promotes a team approach, maintaining flexibility within resources to provide services which reflect the changing needs of the district and its employees.
  • Interprets and coordinates the administration of agreements and contracts consistent with the Board’s rights and obligations
  • Liaises with the British Columbia Public School Employers’ Association (BCPSEA) for the purposes of communication regarding bargaining and collective agreement administration and ensures that collective agreements and employment contracts comply with BCPSEA policies and directives.
  • Identifies and initiates changes to hiring and employment practices consistent with the needs of the District strategic plan, legislation, employment equity initiatives and changes to collective agreements.
  • Ensures the consistent, fair, objective and visible application of human resource management practices. Through consultation, contact, participation in labour-management committees, negotiations and grievances, the manager identifies employee relations issues and trends and develops or recommends the development of initiatives that promote and sustain collaborative and productive relationships between employee groups and the employer.
  • Investigate complaints of harassment or misconduct and reports to senior management team in accordance with collective agreements and legislated requirements.

  • Identifies staff development, orientation and in-service needs and, within available resources, provides and promotes staff development programs, providing support and identifying and utilizing both internal and external resources.

  • Manages the activities of the district human resource department to ensure that information systems meet departmental, district, and employee needs, and that employee records meet contractual and confidentiality requirements.
  • Ensures that records or payroll inputs, leaves/absences, qualifications and service/seniority for individual employees meet contractual, legislative, payroll and audit requirements.
  • Coordinates and oversees the collection and submission of data to the EDAS reporting system.
  • Ensures that the Superintendent of Schools and the senior management team have current knowledge of emergent human resource issues and trends.
  • Liaises and works in cooperation with other members of the District’s senior management team and employee groups.
  • Liaises with other school districts, other employers, ministries of the provincial government, the British Columbia Public School Employers’ Association, related organizations, parents, other public and private organizations, and human resource management associations.
  • Performs other duties as assigned

Skills and Qualifications

  • Four year post secondary qualification in Human Resources or a related field.
  • Chartered Professional in Human Resources (CPHR) required.
  • Demonstrate superior organizational skills, and demonstrate
  • Ability to coordinate departmental policies and procedures both independently and as part of a team
  • A minimum of five combined years of experience in Human Resources.
  • Experience in a diverse, multi-unionized organization required.
  • Experience in the Public Sector required.
  • Demonstrated knowledge of applicable employment legislation with the ability to interpret and comply with those.
  • Sound knowledge of and experience in labour relations,
  • Solid understanding of the Freedom of Information Protection Act (FIPPA).
  • Strong interpersonal and communication skills with a demonstrated ability to communicate effectively with all employees.
  • Strong problem identification and problem resolution skills.
  • High level of critical and logical thinking, analysis, and/or reasoning to identify underlying principles, reasons, or facts.
  • Demonstrated ability to make sound judgments and decisions.
  • Proven ability to work in a dynamic and challenging work environment and to be flexible and adaptable when faced with challenging situations.
  • Ability to meet deadlines efficiently while working under pressure and with interruptions.
  • A well-defined sense of diplomacy, including solid conflict resolution and people management skills.
  • Politically and culturally sensitive.
  • Adept at handling confidential and sensitive information and documents.
  • Advanced word processing and computer applications skills with impeccable attention to detail and a high degree of accuracy .
  • Experience working with HRIS databases; preferably SOS or Cayenta.
  • Ability to write concisely, clearly, and accurately.
  • Some experience coordinating budgets.
  • Ability to multi-task, prioritize, and adapt to changing work needs.
  • Willing to work a flexible schedule coinciding with work volumes.
  • Continuous upgrading of professional knowledge in Human Resources.
  • Valid BC Class 5 drivers license.
  • Positive Criminal Records Check.

Working Conditions

  • Some travel is required.
  • Ability to attend and conduct presentations and staff events.
  • Manual dexterity required to use desktop computer and peripherals.
  • Long hours of work putting in additional time are occasionally required to meet business needs.
