THE OPPORTUNITY: SENIOR MANAGER, PURCHASING & ADMINISTRATIVE SERVICES

The Senior Manager, Purchasing & Administrative Services is a key leadership role reporting to the Executive Director of Finance. This role is responsible for managing and providing strategic direction for the Purchasing, Food Services, and Material Services departments. The incumbent will be responsible for the recruitment, training, and development of Purchasing personnel and for developing and implementing procurement processes and systems.

KEY RESPONSIBILITIES

Leadership for Food Services Department :

Lead the Food Services department, which provides meals to students.

Ensure adherence to food safety and hygiene standards.

Oversee cafeteria and commissary kitchen operations through the department manager.

Develop and implement training programs for Food Services staff.

Collaborate with school administrators and staff to address dietary needs and concerns.

Monitor and report on the department’s performance, focusing on cost-effectiveness,

operational efficiency, and customer satisfaction.

Leadership for Material Services Department :

Lead the Material Services department, which handles food and mail delivery, furniture procurement and inventory, moves and other deliveries.

Ensure adherence to safety and efficiency standards in all operations.

Supervise the outfitting of schools with furniture through the department manager.

Monitor and report on the department’s performance, focusing on cost-effectiveness, operational efficiency, and customer satisfaction.

Leadership for Procurement Department :

Lead the Procurement department, which is responsible for the school district’s purchasing activities.

Develop and implement effective procurement strategies.

Ensure compliance with relevant procurement legislation and trade agreements.

Oversee the creation and enforcement of procurement policies, procedures, and guidelines.

Identify opportunities for improvement in the procurement cycle and develop action plans to implement these enhancements.

Evaluate the performance of the Procurement department, focusing on cost-effectiveness and operational efficiency.

Monitor and report on the department’s performance to the Senior Team.

Strategic Leadership :

Provide strategic guidance to the Purchasing, Food Services, and Material Services departments.

Develop operational plans aligned with the school district’s strategic plan.

Monitor the performance of each department and report to the Senior Team.

Assess the impact of changes in the operating environment or internal structure and adjust policies, procedures, or systems as needed.

Supervisory Duties :

Conduct performance evaluations and provide feedback to staff.

Develop and implement staff training programs.

Foster a positive and collaborative work environment.

Project Management :

Participate in project discussions to define, plan, and clarify next steps.

Provide recommendations to the Senior Team on decisions impacting school district operations.

Define project requirements, identify key information, and implement plans.

Provide project status updates and adjust plans as necessary.

External Liaisons :

Maintain relationships with industry associations and public sector organizations to assess trends.

Maintain connections within the education sector, including the provincial government and other school districts.

Reporting Relationships :

Reports to Executive Director, Finance

Work with third parties to ensure compliance with negotiated contractual terms and conditions.

QUALIFICATIONS

Education and Experience:

Post-secondary education in business administration, commerce, finance, or equivalent.

Supply Chain Management Professional designation.

Minimum of 7 years’ experience with increasing responsibility and supervision experience.

Desirable Skills :

Excellent leadership and team management skills.

Strong communication and interpersonal skills.

Proficiency in strategic planning and project management.

Ability to work under pressure and manage multiple tasks.

Strong problem-solving skills and analytical thinking.

Knowledge of procurement processes and relevant legislation.

Experience in managing food services and material services.

Ability to build and maintain relationships with external organizations.

COMPENSATION

The salary range for the Senior Manager, Purchasing & Administrative Services is $127,867 - $150,432 plus a comprehensive benefits package, including, Municipal Pension Plan, Vancouver Employee Savings Plan, Extended Health, Dental, Group Life, Long Term Disability, Vacation, Gratuity, and potential Compensatory time.
