Role & Responsibilities:

Recruitment & Onboarding
  • Skilled in high-volume recruitment for project roles (e.g., engineers, trades, safety personnel, project controls).
  • Familiarity with ATS/HRIS platforms (e.g., Bullhorn, Workday, SAP SuccessFactors).
  • Competence in onboarding practices tailored to project locations, safety protocols, and client compliance standards.
 Performance & Workforce Management
  • Guidance on performance reviews, corrective action plans, and conflict resolution.
  • Support project leaders in applying consistent HR policies and maintaining productivity and morale.
Policy Development & Implementation
  • Ability to draft, revise, and communicate HR policies specific to project environments (e.g., drug & alcohol testing, site code of conduct, fatigue management).
Strategic and Soft Skills
Business Acumen
  • Understanding of how HR supports operational KPIs in project delivery, cost, safety, and schedule.
  • Ability to align workforce planning with project timelines and client milestones.
Communication & Stakeholder Engagement
  • Strong interpersonal and intercultural communication skills.
  • Able to interface with site supervisors, executive leadership, clients, and trade unions professionally and diplomatically.
Adaptability & Problem Solving
  • Thrive in fast-paced, changing environments with competing priorities.
  • Strong judgment and confidentiality in sensitive HR issues (discipline, harassment, layoffs, etc.).
Additional Assets
  • Bilingual (English/French or English/Spanish) for work across Canadian provinces or U.S. border states.
  • Familiarity with Indigenous hiring policies or community engagement strategies in infrastructure projects.
Qualifications / Requirements:
  • Bachelor's degree in Human Resources, Industrial Relations, Business Administration, or a related field.
  • CPHR (Canada) and/or SHRM-CP or PHR (USA) certification is a strong asset.
  • Additional credentials in labor law or employment standards are advantageous.
  • Minimum 5-7 years of HR generalist or advisory experience, preferably within EPCM, construction, engineering, oil & gas, infrastructure, or other capital project environments.
  • Familiarity with unionized and non-unionized environments across multiple jurisdictions.
Project-Based Workforce Support
  • Proven experience supporting HR needs on major project sites (remote or urban), including mobilization/demobilization, rotations, travel/accommodations, and onboarding.
  • Ability to work with project managers, field teams, and site HR staff to meet dynamic workforce requirements.
  • Develop compensation benchmarking/analysis and salary bands
Legal and Regulatory Compliance
Labour Legislation Expertise
  • In-depth understanding of federal and provincial/state labor legislation:
  • Canada: Employment Standards Acts (e.g., Ontario ESA, BC ESA), Labour Relations Code, Human Rights Codes, OHS Acts.
  • USA: FLSA, NLRA, FMLA, ADA, EEOC regulations, OSHA compliance.
  • Knowledge of cross-border labor practices, work permits (e.g., NAFTA/USMCA), and immigration support.
Collective Agreements & Union Relations
  • Experience interpreting and applying collective bargaining agreements.
  • Ability to support grievance handling, arbitration preparation, and union negotiations (or liaising with Labor Relations).
